About The Position

The Pennsylvania Department of Human Services (DHS) is seeking a Senior Product Specialist (PS6) to support the Health and Human Services Delivery Center for the HR1 initiative . This role provides strategic product management leadership for digital platforms that connect millions of Pennsylvanians to health and human services and benefits. This position is primarily teleworking , but the selected candidate must be able to travel onsite as needed to the Harrisburg office.

Requirements

• 5+ years of experience in technical or strategic product management
• Experience delivering technology for Health and Human Services (HHS) or federally funded programs such as SNAP, Medicaid, TANF, or Unemployment Insurance
• Proven experience managing complex technical products involving legacy systems and complex data structures
• Experience leading cross-functional teams in government environments
• Strong ability to communicate with non-technical audiences and support teams new to Agile and user-centered design
• Excellent oral, written, and visual communication skills
• Strong facilitation, leadership, and people management skills
• Experience managing vendor teams and working with multiple vendors
• Demonstrated bias toward action, delivery, and results

Responsibilities

• Drive, refine, and execute a strategic product roadmap to meet HR1 mandates in collaboration with DHS and external stakeholders
• Define product vision, key milestones, and success metrics aligned with program goals
• Lead cross-functional teams to research problems, assess opportunities, and execute implementation plans
• Facilitate development of business, functional, and system requirements through interviews, workshops, and analysis
• Serve as a liaison between business teams, IT, and vendors throughout the product lifecycle
• Translate policy and administrative goals into impactful digital product solutions
• Improve business and system operations through policy, process, and standards development
• Utilize user research, analytics, and insights to drive product decisions and prioritization
• Deliver high-quality recommendations and presentations to executive and leadership audiences
