About The Position

GovCIO's Digital Services team is in high growth mode and is seeking a seasoned technology professional to fill the position of Senior Product Owner. This role involves driving product definition, development, delivery, and enhancement in fulfillment of a variety of high-impact, critical customer needs. This position is remote within the continental United States with limited travel.

Requirements

  • Bachelor's with 15+ years (or commensurate experience)
  • Ability to obtain and maintain a Suitability/Public Trust clearance.

Nice To Haves

  • Deep familiarity and experience delivering products for Federal customers, especially the Veteran Affairs Administration (VA)
  • Experience delivering large scale customer facing applications delivering critical services
  • Experience driving product development leveraging Agile Scrum
  • Familiar with MS Project, Jira, Confluence, Slack, and MS Teams
  • Exposure to VA's VHA, VBA, NCA, and BVA sectors

Responsibilities

  • Drive all phases of programs, projects, and products from inception through completion.
  • May be responsible for the cost, schedule and technical performance of company programs or subsystems of major programs.
  • May participate in the negotiation of contract and contract changes, and coordinate the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms/conditions of contract.
  • Acts as primary customer contact for program products, leading product review sessions with customer to discuss cost, schedule, and technical performance.
  • Develops new products or expands the product line with the customer.
  • Establishes milestones and monitors adherence to master plans and schedules, identifies product problems and obtains solutions, such as allocation of resources or changing contractual specifications.
  • Directs the work of employees assigned to the product from technical, development, and administrative areas.
  • Acts as primary customer, subcontractor, and team member interface for assigned product lines and products.
  • Establishes, maintains, and nurtures strong working relationships with key customer stakeholders.
  • Manages one or more products of large size and complexity; supervises professional and technical personnel performing in their customary disciplines.
  • Maintains aggressive efforts to achieve objectives.
  • Prepares manpower staffing plans, including skill and labor mix, to support contract operations.
  • May be responsible for recruiting, interviewing, and hiring staff.
  • Monitors contract, subcontract, and funding; prepares forecasts of program financial performance.
  • Acquires follow-on business associated with areas of responsibility and supports new business development by leading major proposals personally, or through subordinate program/project managers.
