About The Position

GDC IT Solutions is currently seeking a Senior Product Manager to provide strategic product management services to the Health and Human Services Delivery Center in support of the HR1 initiative. This role supports a large-scale digital transformation effort, managing products that connect millions of Pennsylvanians to critical health and human services and benefits. As a Senior Product Manager you will be responsible for defining, refining, and executing a strategic product roadmap aligned to HR1 mandates, partnering with stakeholders across the Commonwealth to deliver impactful, user-centered digital solutions while improving business and system operations during a period of significant technological and organizational transformation

Requirements

  • At least 5 years of experience in technical or strategic product management.
  • Experience leading or managing complex technical products involving legacy systems and complex data structures.
  • Experience leading cross-functional teams, preferably within government environments.
  • Strong ability to communicate complex concepts to non-technical audiences.
  • Excellent oral, written, and visual communication skills.
  • Demonstrated bias toward action and delivery.
  • Strong facilitation, collaboration, and people management skills.
  • Experience delivering technology solutions within Health and Human Services or benefits delivery programs.
  • Experience supporting federally funded programs such as SNAP, Medicaid, TANF, Unemployment Insurance, or similar initiatives.
  • Experience working with and managing multiple vendor teams.
  • Experience building agile and user-centered design capacity within organizations new to these practice

Responsibilities

  • Drive, refine, and execute a strategic product roadmap to meet HR1 requirements in collaboration with internal and external stakeholders.
  • Define product vision, key milestones, and success measures aligned with program goals and policy objectives.
  • Lead cross-functional teams to research and define problems, evaluate opportunities and impacts, and execute implementation plans.
  • Serve as a liaison between business and IT teams, including internal partners and external vendors.
  • Facilitate the development of business, functional, and system requirements through interviews, workshops, document analysis, and process modeling.
  • Translate policy and administrative goals into effective digital product solutions for Pennsylvania residents and social service agencies.
  • Ensure alignment of technical solutions with current program strategies and outcomes.
  • Utilize user research, analytics, and data insights to inform product decisions and prioritization.
  • Develop, revise, and implement policies, procedures, and standards to improve quality, efficiency, and cost savings.
  • Synthesize research and findings into clear, actionable recommendations for executive and team-level audiences.
  • Support change management efforts throughout planning and implementation activities.
