We are currently seeking an experienced Senior Power Platform and SharePoint Developer with a strong background in health IT services. This role will support the National Institute of Health (NIH), National Center for Complementary and Integrative Health (NCCIH) as the key personnel overseeing the SharePoint, Power Platform, Artificial Intelligence (AI) Platforms, and Application Development, Security, and Maintenance Support Services contract. This senior role will function as the primary point of contact (POC) for all contract matters and lead another developer in delivering secure, scalable solutions that meet NCCIH’s mission requirements. The individual will be responsible for end-to-end project management, technical leadership in Microsoft 365/SharePoint and related technologies, team coordination, and strict compliance with federal IT policies and security standards. The ideal candidate is a seasoned professional with deep expertise in enterprise Microsoft 365 and SharePoint architecture , Power Platform development , AI platform integration , and secure software development in a Federal or highly regulated environment. This role requires excellent project and team management skills, extensive technical experience, and strong knowledge of NIH/HHS IT policies, Section?508 accessibility, FISMA/NIST security standards, and other federal compliance requirements. The Key Personnel must be capable of delivering high-quality, innovative solutions within compressed timelines and evolving requirements, while ensuring all work is aligned with Federal standards and NCCIH’s objectives.

Requirements

• A minimum of 10 years of progressive experience in enterprise-scale Microsoft SharePoint architecture and administration is required.
• At least 5 years of experience with Microsoft 365 and SharePoint Online (SPO) is essential, including demonstrated success in leading SharePoint migration projects from on-premises or SPSE environments to SPO.
• Experience in Power Platform development (Power Apps, Power Automate, and Dataverse) and Microsoft Teams administration is required.
• Must have a strong background in SQL Server/Azure SQL database development and administration , Qlik Sense or similar Business Intelligence tools , and enterprise AI platforms (such as Microsoft Copilot, AI Builder, or comparable AI solutions).
• Secure software development - Should be well-versed in DevSecOps practices , code version control and repository management, and use of code quality/security scanning tools (e.g., SonarQube) .
• Familiarity with Section 508 accessibility compliance and usability standards is required.
• Prior experience working in a federal government or similarly regulated IT environment is mandatory, demonstrating knowledge of Federal information security requirements (FISMA, NIST SP 800-53, NIST SP 800-218) and other relevant NIH/HHS IT policies .
• A Bachelor’s degree in Computer Science, Information Systems, or a related field is strongly preferred .
• Must successfully pass an NIH background investigation and be eligible for a Moderate Risk Public Trust (Tier 2S) clearance.
• The candidate will be required to obtain and maintain a NIH-issued Personal Identity Verification (PIV) card to access NCCIH systems and facilities.
• U.S. citizenship or appropriate work authorization and the ability to meet federal suitability requirements (including favorable adjudication of at least a Minimum Background Investigation) are mandatory.
• The selected individual must have a strong commitment to ongoing training and compliance with federal standards.
• The candidate should demonstrate up-to-date knowledge of Section?508 and 504 accessibility requirements for IT solutions.
• Onsite at customer site in Bethesda, MD 5 days per week.
• 8-hour shift during normal business hours of 8 am – 5 pm EST; Monday to Friday

Nice To Haves

• Experience architecting IT solutions in domains such as healthcare, scientific research data management, or grant management for at least 5 years is highly desirable.
• Professional Microsoft certifications relevant to SharePoint/Microsoft 365 development or administration (e.g., Microsoft Certified: SharePoint Developer or Solutions Expert ) are highly desirable.
• Information security certifications (such as CISSP or equivalent ) are preferred to demonstrate knowledge of cybersecurity best practices.
• A plus - Microsoft Power Platform or AI platform certifications that validate their expertise in those areas (e.g., certifications in Power Apps, Power BI, AI services).

Responsibilities

• Lead the design, development, migration, and maintenance of NCCIH’s SharePoint environments and Microsoft 365 solutions.
• Oversee the implementation and administration of SharePoint Online and on-premises sites, including management of sites, lists, libraries, workflows, permissions, and Microsoft Teams integrations, to maintain secure, high-performance collaboration platforms aligned with NCCIH’s governance plan.
• Develop and maintain Microsoft Power Platform solutions (e.g. Power Apps, Power Automate flows, and Dataverse integrations) to automate business processes and enhance efficiency, ensuring all solutions are robust, user-friendly, and meet Section?508 accessibility requirements.
• Provide technical oversight for web application development (.NET and related technologies), Office 365 automation, and knowledge management solutions to support NCCIH’s mission-critical operations.
• Ensure all custom code is maintained in NCCIH-designated repositories and adheres to coding standards and secure development best practices, with thorough documentation of code, design, and deployment procedures for future maintenance and knowledge transfer.
• Manage the integration and support of enterprise AI platforms, including NCCIH’s Chatbot for the Intramural Research Program (CHIRP) system, Microsoft 365 Copilot, and Azure OpenAI (Assure), ensuring these AI tools are properly configured, governed, secured, and optimized to support NCCIH’s needs.
• Oversee Business Intelligence (BI) platform support, particularly Qlik Sense analytics and reporting solutions, ensuring data accuracy, performance, and effective use of BI insights for NCCIH’s programs.
• Supervise database administration and development activities, including Microsoft SQL Server/Azure SQL schema design, data integration with external NIH systems e.g., Electronics Records Administration (eRA) and NIH Business System (NBS), performance tuning, backup/restore operations, and overall data maintenance and security.
• Leverage enterprise DevSecOps practices by implementing code quality and security monitoring using tools like SonarQube, conducting static/dynamic application security testing (SAST/DAST), and remediating vulnerabilities in compliance with Federal security mandates and best practices.
• Serve as the project manager for the contract, responsible for comprehensive project planning, scheduling, and execution of all tasks in the SOW.
• Develop and maintain project plans (e.g., detailed migration plans for SharePoint transitions) and Task Order Management Plans outlining technical approaches, resources, and management controls to meet cost, schedule, and performance requirements.
• Coordinate stakeholder involvement and facilitate regular planning sessions, ensuring technical solutions align with NCCIH’s business objectives and compliance requirements.
• Track all deliverables and milestones, including weekly status reports, monthly progress reports, system design documents, test plans/reports, and transition plans, to ensure they are completed with quality and delivered on schedule.
• Proactively manage project scope, risks, and issues, implementing mitigation strategies and adapting plans based on evolving requirements and stakeholder feedback.
• Ensure timely responsiveness to “as-needed” requests for system fixes or enhancements, providing rapid solutions and documentation as part of an Agile, customer-responsive approach.
• Lead a multidisciplinary technical team while ensuring continuity and stability of personnel throughout the project’s duration.
• Serve as the primary POC and contract representative, with authority to act on all contract matters and to coordinate closely with the NCCIH Contracting Officer’s Representative (COR) and other federal stakeholders.
• Oversee day-to-day team operations, task assignments, and performance monitoring to meet contract objectives.
• Maintain open communication and collaboration with NCCIH federal staff, senior management, and NIH central IT service providers (e.g., CIT) to align technical efforts with organizational priorities.
• Ensure effective knowledge transfer and training to NCCIH staff for new systems or processes, facilitating user training sessions (up to the limits defined in the SOW) and providing guidance to improve staff proficiency in SharePoint and Power Platform solutions.
• Implement personnel management practices in accordance with contract requirements – including obtaining COR approval for any changes in key staff, and timely replacement of any key personnel if needed with equally qualified personnel to maintain project momentum.
• Foster a culture of quality, security, and continuous improvement within the team, ensuring all team members maintain required certifications and follow NIH/HHS rules of behavior and policies.
• Prepare and deliver regular status reports and presentations to NCCIH leadership and stakeholders, ensuring transparency and accountability.
• Track all project deliverables and ensure on-time submission of critical documents such as the Task Order Management Plan, Quality Management Plan, System Design Documents, Test Plans/Reports, and Ramp Down (Transition) Plans according to the contract schedule
• The Key Personnel will also maintain open communication with the COR, Project Manager (Government), and NCCIH CIO, providing prompt updates on project status, security compliance, and any issues requiring government attention.
