Just as ARPANET allowed researchers at small universities to access computing power previously available only to a few elite institutions, we're building infrastructure that allows any organization to participate in AI development without surrendering their data. But where ARPANET connected computers, we're connecting data silos. Through a "structured transparency," framework we enable meaningful collaboration and attribution without requiring full disclosure. Imagine pharmaceutical companies collaborating on drug discovery without revealing proprietary compounds, hospitals jointly developing diagnostic AI without pooling patient records, or government agencies sharing insights on public health without compromising citizen privacy. This is the future we're building. We're seeking a Senior Policy Manager to lead our US policy initiatives. This role will be instrumental in advancing OpenMined's mission by engaging with US policymakers, contributing to regulatory frameworks, and ensuring our technical solutions align with evolving privacy regulations while supporting our global infrastructure deployment strategy.

Requirements

  • 3-5 years of experience in US technology policy
  • Strong understanding of US legislative processes and regulatory frameworks
  • Proven track record of successful policy advocacy and stakeholder engagement
  • Experience translating between technical and policy communities
  • Excellent written and verbal communication skills in English
  • Deep commitment to privacy, open-source, and democratizing access to AI
  • Willingness to travel

Nice To Haves

  • Advanced degree in law, public policy, computer science, or related field
  • Technical background or demonstrated ability to understand complex privacy-preserving technologies
  • Experience working with open-source communities

Responsibilities

  • Develop and execute OpenMined's US policy strategy, focusing on attribution-based control and distributed computing infrastructure
  • Monitor and analyze US legislative developments
  • Build relationships with key stakeholders in Congress, the Administration, Relevant Agencies, and select state governments
  • Represent OpenMined in policy forums, consultations, and working groups
  • Build coalitions with privacy-tech companies, research institutions, and civil society organizations to advance common policy goals
  • Translate complex regulatory requirements into actionable guidance for our technical teams
  • Ensure OpenMined's tools and frameworks align with US data protection and AI governance requirements
  • Develop policy briefs and position papers on emerging regulatory issues
  • Support OpenMined’s community in understanding regulatory implications for privacy-preserving technologies
  • Work closely with Product and Engineering teams to inform technical development and infrastructure investment decisions, as well as operationalize policy strategy
  • Partner with the Education team to develop policy-related educational content
  • Collaborate with internal and community researchers to translate technical innovations into policy recommendations
  • Coordinate with global policy colleagues to ensure consistent messaging and approach
  • Support Leadership in developing policy-informed partnership frameworks and deployment strategies
  • Author blog posts, research papers, and policy briefs (see Policy Blog for ideas)
  • Speak at conferences and events
  • Contribute to public consultations and regulatory impact assessments
  • Build OpenMined's reputation as a trusted voice in US tech policy
  • Monitor and research emerging policy issues to assess strategic partnerships and organization positioning
