About The Position

GDC IT Solutions is currently seeking a Senior PMO / Software Delivery Excellence Consultant to support a complex Tolling Back Office program within the UBOS Program Management Office (PMO). This role offers a collaborative, highly visible environment focused on establishing enterprise-grade delivery methodologies, governance, and data-driven insights across large-scale software initiatives. As a Senior PMO / Software Delivery Excellence Consultant, you will be responsible for defining, governing, and continuously improving software delivery methodologies across complex, multi-team programs. You will partner closely with program leadership, project managers, product owners, and engineering teams to ensure consistent, predictable, and transparent delivery outcomes across agile, waterfall, and hybrid environments, leveraging Azure DevOps and Power BI to drive execution rigor and executive-level insights.

Requirements

  • 10+ years of experience in PMO, program delivery, or delivery excellence roles supporting complex software initiatives.
  • Proven expertise designing and governing PMO methodologies for large, multi-team, multi-vendor programs.
  • Demonstrated hands-on experience delivering in Agile, Waterfall, and Hybrid environments.
  • Expert-level experience with Azure DevOps (ADO), including work item configuration, backlog and sprint management, dependency planning, and reporting.
  • Expert-level experience with Power BI, including data modeling, dashboard development, and executive-level delivery reporting.
  • Strong ability to translate delivery data into clear, actionable insights for senior leadership.
  • Bachelor’s degree in Information Technology, Information Systems, Business Management, Engineering, or a related field, or equivalent experience.

  • Prior experience establishing PMO methodology for SAP BRIM implementation projects.
  • Prior experience establishing PMO methodology for Microsoft Dynamics implementation projects.
  • Experience supporting large-scale tolling, transportation, or government enterprise systems.
  • Lean Agile, Delivery Excellence, or related professional certifications.
  • Demonstrated success scaling delivery practices across multiple teams, vendors, and workstreams.

Responsibilities

  • Define, implement, and govern PMO and software delivery methodologies across large, multi-team technology programs.
  • Design and govern end-to-end software delivery lifecycle models, including intake, planning, execution, release management, and operational transition.
  • Establish and maintain delivery standards, playbooks, templates, and governance frameworks aligned with PMBOK, Agile, and enterprise PMO best practices.
  • Serve as a subject matter expert for Azure DevOps (ADO), defining best practices for work item hierarchy, backlog management, iteration planning, dependency tracking, and cross-team alignment.
  • Partner with Scrum Masters and delivery leads to translate PMO methodology into actionable guardrails, including Definition of Done, sprint goals, and release criteria.
  • Audit and assess delivery health through governance reviews, artifact inspections, and compliance assessments, driving corrective actions and continuous improvement.
  • Leverage Power BI to design and maintain executive-level dashboards providing insights into delivery health, throughput, predictability, risks, and trends.
  • Define and standardize delivery metrics such as velocity, throughput, cycle time, predictability, milestone performance, sprint estimations, and resource utilization.
  • Support program planning, forecasting, and executive governance forums using integrated schedule, backlog, and performance data.
  • Identify systemic delivery risks, bottlenecks, and inefficiencies and recommend process, tooling, and execution improvements.
  • Provide hands-on coaching, training, and change management support to drive adoption of delivery practices and tools.
  • Fully document all work products, including technical and functional designs, diagrams, test plans, impact analyses, and lessons learned, following Commission standards.
  • Develop and maintain strong working relationships with technology teams, business stakeholders, vendors, and executive sponsors.
  • Adhere to all Commission standards, policies, and procedures, and perform additional duties as assigned.
