BRIEF POSTING DESCRIPTION: The P EH TELECOMMUNICATIONS - PLANNING Department of the P TELECOMMUNICATION Division at Hawaiian Electric Company has 1 Management vacancy available. (Role: Professional) JOB FUNCTION: Performs planning and engineering analyses, project, budget, and asset management, evaluation and recommendation of high-level network architecture, projects, programs, initiatives, policies, standards, processes, and methodologies for the development and enhancement of the Hawaiian Electric Companies' telecommunications infrastructure.

Requirements

  • Advanced knowledge of engineering principles and theories normally acquired through a college level curriculum resulting in a Bachelor of Science Degree in Electrical Engineering or relevant discipline from an accredited engineering school, or a Master of Science in a technical field related to telecommunications, or twelve (12) years of relevant experience in the design and planning of communications infrastructure and systems and/or operating experience of the same.
  • Extensive knowledge of the theories, principles, practices, and standards of telecommunications engineering design, project engineering, project management, program management, outside consultant contract administration and supervision, and standards development associated with electric utility and telecommunications systems.
  • Extensive knowledge of telecommunications planning principles, preferably with particular concentration in the electric utility environment.
  • Comprehensive knowledge or experience with IP networking technologies (such as MPLS), transport networks, and wireless architecture and technology (such as microwave, RF radio, LTE networks).
  • Thorough knowledge of personal computers, the Internet, and related software applications used to develop word documents, spreadsheets, graphs, project schedules, and presentations.
  • Thorough knowledge of budgeting and forecasting systems and procedures.
  • Working knowledge of PUC, federal, state and local laws, regulations, standards, and procedures as related to telecommunications activities.
  • Working knowledge of the electric utility's business and system operations and the associated applications that require telecommunications within the organization; and working knowledge of electrical system protection, reliability, stability, and safety.
  • Working knowledge of utility rates and tariffs, renewable energy corporate goals and interconnection requirements, Hawaii's Clean Energy Initiative, and existing and developing company initiatives such as Grid Modernization, Distributed Energy Resources, and customer programs, and cybersecurity as related to telecommunications.
  • Ability to work in a team environment as well as independently with general to minimal supervision.
  • Ability to communicate and work with a variety of individuals at various levels across operating companies, occasionally dealing with sensitive, difficult, or confrontational issues while using tact, courtesy, and discretion.
  • Ability to think in a strategic manner and apply critical thinking and problem-solving skills.
  • Ability to complete work assignments with great attention to detail and accuracy.
  • Excellent written, oral, active listening, and presentation, analytical, organizational, and conceptual skills.

  • Must have or be able to qualify for a State of Hawaii driver’s license.
  • Must meet the standards for driving positions stated in the Hiring Standards for Driving Positions policy. These standards may be adjusted periodically to meet business and safety objectives.

  • Extensive (10+ years) experience in telecommunications system engineering (design), or a combination of telecommunications engineering and planning, and/or telecommunications operations, in one or more of the following communication areas including, but not limited to, analog and digital and/or IP microwave systems, overhead and underground fiber optic installations, fiber optic terminations, spread spectrum radios, wireless mesh and backhaul systems, coaxial and solid copper cable systems, synchronous optical networks, local area networks, IP networks, wide area networks, multiple address system radio networks, SCADA systems, VHF and UHF mobile radio networks, LTE systems,, commercial cellular and local exchange carrier leased services.
  • Minimum of 5 years’ experience working for an electric utility or on electric utility telecommunications systems.

  • Professional Engineer Registration in State of Hawaii, Electrical Engineering, desired.

Responsibilities

  • Leads team members and participates in the following: plans, designs, develops, and revises a telecommunications strategy and master plan, and performs the continual evaluation and update of its short-term action plan.
  • Makes recommendations for capital budget items.
  • Designs, recommends, and influences criteria, studies, presentations, plans, network diagrams, route selections, architecture, technologies, and partnerships, for the logical and orderly development and enhancement of the telecommunications systems.
  • Creates high-level Telecom Single Lines for projects.
  • Prepares requests for proposal for planning consulting services, evaluates proposals and makes recommendations.
  • Reviews studies and designs of planning consulting engineers.
  • Provides telecommunications technical and planning support on company initiatives including Grid Modernization, Integrated Grid Planning, renewable energy corporate goals, interconnections requirements, wildfire initiatives, grants and customer programs.
  • Participates on various committees, task forces, and special projects which require knowledge of telecommunications systems.
  • Acquired and maintains updated data and inventory of telecommunications projects, infrastructure, capacity, and other pertinent data to enable planning analyses.
  • Develops or improves project-specific and general guidelines, procedures, and standards for telecommunications projects, programs, and initiatives.
  • Advises and recommends planning criteria and minimum operating requirements for utility-owned and leased communications services.
  • Manages telecom planning projects and processes, facilitates meetings, assigns tasks to team members and oversees said work, communicates with and presents to various personnel and executives across operating companies.
  • Recommend enhancements to processes or adjustments to technical recommendations that may impact all operating companies.
  • Conducts field inspections to verify field conditions.
  • Participates in Company emergency response activities as assigned, including any activities required to prepare for such emergency response.
