About The Position

The primary function of this position is to conduct specialized tasks related to organizing and coordinating operations, communications, support, planning, and response for the Emergency Management Special Needs program in Monroe County. This role is responsible for the comprehensive development and administration of Emergency Management activities associated with Emergency Support Functions 6 (Mass Care), 8 (Health and Medical), 15 (Volunteers and Donations), and 17 (Animals and Agriculture), as outlined in the Comprehensive Emergency Management Plan (CEMP) and its related volumes and annexes. The position reports to the Emergency Management Director. The secondary function includes managing Emergency Management purchasing, overseeing program administration, issuing emergency worker and business reentry placards, and supervising vendor activities.

Requirements

  • Bachelor’s degree preferred. Major in Emergency Management, Public Administration, Business Administration, Management, or a related acceptable field.
  • Five (5) to seven (7) years minimum of prior related work experience.
  • An acceptable combination of education and/or experience may be substituted for education.
  • Complete FAEM within 3 years and FPEM within 5 years.
  • Ability to work from a general outline of duties and responsibilities.

Responsibilities

  • Manages the County Special Needs Program (SPNS), including maintaining the registry, assigning emergency transportation, and coordinating hospital placements for evacuees.
  • Facilitates call-downs of all registered SPNS clients at least twice annually to assess evacuation assistance needs.
  • Conducts annual Comprehensive Emergency Management Plan (CEMP) reviews for Adult Day Care Centers, organizations serving persons with disabilities, Ambulatory Surgery Centers, Assisted Living Facilities, End-Stage Renal Disease Centers, Hospitals, and Nursing Homes in compliance with Florida Statutes 429.929(1)(g), 408.821(1)(a)-(d), 429.41(b), 395.1055(1)(c), and 400.23(2)(g).
  • Coordinates shelter operations for the general population, Special Needs individuals, medically managed residents, and pets.
  • Oversees the establishment and operation of Points of Distribution (PODs) throughout Monroe County.
  • Manages feeding support operations for disaster response.
  • Supervises reunification and family assistance efforts during emergency events.
  • Administers Volunteer Monroe and oversees donation management centers across the County.
  • Reviews and renews transportation agreements for special needs services, as well as advanced and basic life support contracts for medically managed residents.
  • Assists in establishing Disaster Recovery Centers (DRC) and Multi-Agency Resource Centers (MARC) during emergencies.
  • Facilitates emergency housing, transitional shelter assistance, and disaster homelessness support.
  • Oversees Disaster Care Management and Disaster Crisis Counseling services.
  • Prepares reports and identifies program objectives to strengthen the Special Needs Program.
  • Maintains and promotes the registry for medically managed patients to support sheltering of bed-bound, electrically dependent, and medically critical residents.
  • Serves as the Monroe County Health Department liaison on special needs issues.
  • Collaborates with home health agencies and medical equipment providers.
  • Utilizes WebEOC to document actions, track resources, collect data, and develop real-time operational action plans.
  • Implements and manages mass notification and alerting systems through Everbridge to ensure timely emergency communications.
  • Applies the BOLD planning tool to support the development, maintenance, and execution of emergency management plans.
  • Represents Monroe County Emergency Management on assigned state and local committees.
  • Develops and maintains Mass Care Standard Operating Procedures (SOPs).
  • Monitors vendor contracts to ensure compliance with County agreements.
  • Executes purchasing requisitions, verifies invoices, and processes transactions with the Finance Department while monitoring expenses.
  • Maintains paper and electronic records, including scanned files and archived documents.
  • Administers the Monroe County Business and Emergency Worker Placard Re-entry Program.
  • Implements the marketing plan for hurricane season preparedness, collaborating with the Public Information Officer, staff, and volunteer organizations to provide essential emergency preparedness messaging and response information.
  • Remains on-call 24 hours a day for potential emergencies.
  • Responsible for personally knowing and following the County’s Personnel Policies and Procedures, Administrative Instructions, Department Operating Procedures, and applicable Statutes and Regulations.
  • Responsible for ensuring others also adhere to these standards.
  • Performs other related job duties as assigned.
  • In the event of special, emergency, or disaster situations, employee may be required to work schedules other than those for which they are regularly scheduled in any capacity deemed appropriate.
