About The Position

Summary: The Senior Payroll Analyst is responsible for assisting and supporting the Payroll Team with respect to being a subject matter specialist in the use and maintenance of the payroll system and timekeeping system. This position will be critical in analyzing payroll trends, and will support and improve payroll processing, and facilitate adjustments for inclusion in payroll off-cycles. This position will create and maintain reports and metrics from applicable databases. Key Relationships: Employees, Supervisors, Managers, Directors & Executive Directors, HR Department, IT Department, Workday, OSV, Dayforce, Timekeeping System, Fiscal Department & Accounting Department. Supervisory Responsibility: None Essential Functions of Position: Leadership Serve as a subject matter expert for payroll and timekeeping systems. Assist in reviewing the applications to improve business processes, improve workforce productivity and enhance day-to-day operations. Generate, maintain, and routinely run the ad-hoc and pre-established payroll reports. Create new reports, dashboards and data views, as deemed necessary. Responsible for staying in tune with all system updates, not limited to the following: Implementing new capabilities Review organizational mapping Biometric enrollment process for staff. Develop training materials for payroll and timekeeping modules, to include job aides for: Enhanced functionalities New or revised processes Communication and Collaboration Work with the Accounting group to provide information needed for account reconciliations and the review and payment of garnishments. Compile & disseminate reports detailing key data: overtime, hours worked vs budget, etc. Participation in the bi-weekly payroll processes, by ensuring the timekeeping approvals and sign offs are completed on a timely basis. Participation in periodic upgrades and security applications. Provide support and expertise to Directors, Managers, & Supervisors, and Employees. Provide support to the Payroll Team in various activities. Assist in the troubleshooting of system problems. Financial Responsibility Participate in providing support for the following: Annual financial audit for payroll related items. The agency HR/Payroll Workday teams. Tracking trend analyses. Problem-Solving and Follow-Through Assist in updating agency procedures and guidelines, where necessary. Troubleshoot payroll and timekeeping discrepancies noted by staff, with the goal of eliminating recurring issues. Data and Analytics Assist in generation of reports on a per period, weekly, or other basis, with analysis of data. Assist in generation, maintenance, and running of Payroll metrics and scorecard measures. Assist in the preparation and submission of quarterly DOL reporting, as needed. Assist in the preparation and submission of annual census data. Leader – Leader Responsibilities Analyze data to help make informed decisions. Identify opportunities for improvement in essential functions and duties. Present opportunities and implementation plans to supervisor. Additional Job Responsibilities: Backup to other Payroll department members, as necessary. Other duties assigned by Director and/or Supervisor of Payroll Services. Assist with payroll audits. Customer Service regarding employee payroll related issues.

Requirements

  • Associates Degree in Business and at least five years of Payroll experience with IT component; OR seven years of Payroll experience with increased responsibilities and IT component.
  • Experience and proven track record in working with the following: Payroll and Timekeeping systems
  • Advance knowledge in Microsoft applications such as Excel
  • Experience with web-based resources researching payroll issues.
  • Detailed understanding of payroll reports/registers and how they tie together.
  • Strong problem solving and analytical skills.
  • Ability to work with highly confidential information.
  • Communication and organization skills.
  • Advance knowledge of Microsoft Office products, specifically Word and Excel, and working knowledge of financial applications/systems
  • Ability to interact well with other staff and handle confidential information.
  • Ability to work independently, as well as a strong team player with a strategic mindset.
