About The Position

The Pennsylvania Conservation and Environment Delivery Center (CEDC), supporting the Department of Environmental Protection (DEP), is seeking a highly skilled Senior Oracle APEX Developer to support a large-scale enterprise application modernization initiative. This role focuses on migrating legacy Oracle Forms applications to Oracle APEX on Oracle Database 19c, ensuring long-term sustainability, improved security, enhanced performance, and compliance with current Bureau of Information Technology (BIT) standards. The ideal candidate brings deep expertise in Oracle PL/SQL, Oracle APEX, and Oracle RDBMS, along with experience modernizing mission-critical systems in an Agile/Scrum environment.

Requirements

  • Bachelor's degree in Computer Science or a related technical discipline.
  • 5–7 years of hands-on experience developing with Oracle PL/SQL, including:
  • Stored procedures
  • Functions
  • Packages
  • Advanced SQL queries
  • 5–7 years of experience developing applications using Oracle APEX.
  • Strong experience with Oracle RDBMS (Oracle 19c preferred).
  • Proficiency using SQL Developer and/or TOAD.
  • Solid understanding of data modeling principles.
  • Experience integrating web services.

Responsibilities

  • Analyze and understand the architecture, data models, integrations, and functionality of existing Oracle Forms applications.
  • Lead and support the conversion and migration of Oracle Forms–based systems to Oracle APEX.
  • Design and develop modern, user-friendly APEX interfaces in collaboration with technical leadership.
  • Assist in defining and enforcing UI/UX standards for future APEX applications.
  • Develop and maintain complex PL/SQL stored procedures, functions, packages, and advanced SQL queries.
  • Perform data analysis, data pulls, and scripting to support reporting and application enhancements.
  • Conduct performance profiling, tuning, and optimization to improve application responsiveness and maintainability.
  • Implement and support application security, roles, and authorization models within Oracle-based systems.
  • Support web service integrations and data exchange mechanisms.
  • Generate reports for executive leadership, end users, and BIT staff.
  • Participate in all phases of the System Development Life Cycle (SDLC), including requirements gathering, design, development, testing, deployment, and post-production support.
  • Produce technical documentation, functional documentation, and system documentation.
  • Support production deployments, release management, and ongoing system maintenance.
  • Provide mentoring and knowledge transfer to Commonwealth IT staff and fellow developers.
  • Deliver weekly status updates to project management and stakeholders.
