About The Position

Harkcon is pursuing a contract supporting the US Coast Guard’s Office of Privacy Management and Office of Investigation and Casualty Analysis (CG-INV). Services to be provided include documentation, assessment, analysis, research, data processing, data entry, and office support for USCG FOIA and Privacy Programs. We are offering contingent offer letters for 2 Team Lead positions – both at the Senior/Intermediate Analyst level and both serving as on site supervisors for teams of 7-8 analysts. In this role, you will: Act as an On Site Supervisor and day-to-day point of contact for the Contracting Officer and COR while performing FOIA and privacy program support work. Manage workloads, ensure timely completion, and support onboarding and administration activities with the COR.

Requirements

  • Bachelor’s degree in business or related field, plus at least five years of experience reviewing and processing FOIA requests or supporting privacy compliance.
  • Eight years general experience in an office setting, plus two years of experience reviewing and processing FOIA requests or supporting privacy compliance.

Nice To Haves

  • Expertise in FOIA processing, including responding to appeals.
  • Familiarity with DHS FOIA processes.
  • Demonstrated experience reviewing PTA, PIA, SORN, and related privacy compliance documentation.
  • Proven ability to manage production workloads against defined timelines and quality constraints.

Responsibilities

  • Serve as day-to-day point of contact for the Contracting Officer and COR for routine coordination and issue resolution.
  • Be normally on site as a senior level employee for this effort.
  • Respond to COR requests for discussion or resolution of technical problems within two hours of notification, Monday through Friday.
  • Direct employee participation in application and onboarding process development, maintenance, and administration, and coordinate onboarding administration tasks with the COR.
  • Manage workloads, ensuring tasks are assigned and completed in a timely fashion.
  • Continue performing FOIA and privacy program support work consistent with the broader SOW requirements, including privacy compliance artifact review and FOIA casework support.
