About The Position

The Children’s Services Department (CSD) promotes the safety and well-being of unaccompanied children as they reunify with their families across the United States, utilizing a child-centric, trauma-responsive approach. CWS, in partnership with the Office of Refugee Resettlement (ORR), provides home study and post-release services throughout the U.S. The Senior Officer for Monitoring and Evaluation is responsible for the direct implementation of the HSPRS monitoring, evaluation, and learning framework. This role involves conducting desktop and in-person monitoring activities, beneficiary feedback initiatives, and supporting the Program Implementation team with internal monitoring. The Senior Officer also conducts reviews for potential compliance concerns, ensuring adherence to donor and CWS policies to foster the safety, well-being, and stability of unaccompanied children. The position requires collaborative teamwork, independent work, and frequent domestic travel.

Requirements

  • Specialized training in monitoring and evaluation required.
  • Technical expertise in direct service to unaccompanied children required.
  • At least 2 years’ experience working with unaccompanied children.
  • At least 6 years’ experience working in a program evaluation or monitoring role, preferably with US government grants.
  • Experience contributing to the development of monitoring and evaluation tools and protocols.
  • Experience in general office work, processing information and materials and maintaining records and files.
  • English and Spanish fluency required.
  • Strong interpersonal and diplomacy skills ability to work collaboratively and effectively with partners and teams.
  • Ability to manage projects with minimal instruction.
  • Ability to conduct oneself in a professional and courteous manner at all times to represent the professional and institutional interests of CWS.
  • Strong professional writing skills.
  • Advanced Skills in Microsoft Office Products, including Excel, PowerPoint, and Word.
  • Familiarity with client databases and easily adapts to new platforms for tracking client data.
  • Proficient in Salesforce / ECM databases and willingness to deepen knowledge through training.
  • Experience tracking large quantities of data.
  • Ability to navigate spreadsheets quickly and with ease.
  • Excellent data entry and data management skills.
  • Excellent organizational and time management skills and ability to manage a large and diverse workload under pressure and with competing priorities.
  • Ability to maintain a high-performance standard with attention to detail.
  • Must be able to travel frequently to conduct in-person monitoring activities and possess a high degree of comfort conducting home visits.
  • Bachelor’s degree in social work (or similar).
  • Able to sit for an extended period.
  • Remote position must have access to reliable internet and appropriate workspace.
  • Successfully pass Motor Vehicle Records, SEA, FBI, and Child Abuse and Neglect Checks and federal Suitability Determination by third party vendor (not affiliated with CWS).
  • Valid Driver's license, personal vehicle, and insurance required.
  • Reasonable proximity to airport for regular work-related travel (in-person monitoring, network conference, technical visits, program retreat, etc.).

Responsibilities

  • Maintain up to date knowledge on ORR and CWS policies and procedures for HS and PRS.
  • Respond timely to changes in program policy, often that require immediate response and incorporation to M & E policy and activities.
  • Support the Deputy Director of M&E with maintaining and improving the overall framework for M&E in collaboration with the Program Implementation team.
  • Support maintenance and adjustment of efficient and effective monitoring tools and protocols to assess compliance with donor requirements, promote best practices, and report on program progress.
  • Conduct desktop, on-site and ongoing monitoring for compliance with ORR and CWS HSPRS program requirements and social work best practices.
  • Observe client home visits and caseworker/client interactions as a standard monitoring protocol for in-person and virtual engagements.
  • Conduct Quality Assurance calls and other program participant feedback activities (such as surveys, interviews, or focus groups) with children and their families.
  • Provide training and technical assistance to others supporting beneficiary feedback activities.
  • Document findings and ensure timely and high-quality completion of reports and corrective action plans (within 10 days).
  • Make recommendations for corrective actions that are based in policy compliance.
  • Presents sensitive information verbally and in writing in a professional and diplomatic manner.
  • Work in a collaborative and collegial manner with Program Implementation teams towards the shared goal of providing meaningful, high-quality services to children and their families.
  • Assist with assessment, response, and documentation compliance concerns, in collaboration with the Deputy Director of M & E and Program Implementation team, that may be identified outside of regular monitoring activities.
  • Assist the Deputy Director of M & E and the Program Implementation teams to define, implement, monitor, and analyze key performance indicators.
  • Support data analysis to identify and report on monitoring and program trends to inform training and programmatic activities.
  • Identify strengths and weaknesses in existing data collection and management systems and propose solutions.
  • Support and guide Program Implementation teams in the creation and implementation of internal monitoring tools.
  • Utilizing available tools in the client databases (ECM and PRS App), proactively ensures compliance with ORR and CWS requirements for service delivery.
  • Support with preparation for monitoring by federal partners.
  • Serves as a mandated reporter and ensures reporting of suspected abuse or neglect in accordance with ORR and CWS policies and procedures.
