About The Position

The Senior Networking Systems Engineer is a hands-on technical lead for the Test Enterprise Network Modernization (TENM) program, responsible for site surveys, solution architecture, detailed design, installation oversight, and acceptance testing of modernized enterprise and deployable network capabilities across Army test ranges and laboratories. This role translates Technical Direction Letters (TDLs) into executable Technical Direction Plans (TDPs), produces Test Network Modernization Plans (TNMPs), and drives delivery through UFC-compliant engineered drawings, RMF artifacts, and successful ATP/SAT outcomes. The ideal candidate blends deep routed/switching/wireless expertise, cybersecurity integration, and field implementation leadership in high‑assurance DoD environments.

Requirements

  • BA/BS degree in a technical discipline (i.e., engineering, mathematics) and eight (8) years of experience.
  • Active Secret Clearance
  • Demonstrated experience in field surveys, site implementation, and acceptance testing for complex multi‑site programs.
  • Hands‑on expertise with L2/L3 architectures (OSPF/IS‑IS/BGP, MPLS/EVPN, VXLAN), QoS, multicast, high availability (HSRP/VRRP/GLBP), NAT, segmentation (VRF/VRF‑Lite), and SDN/automation exposure.
  • Proficiency with enterprise WLAN (radio planning, spectrum analysis, outdoor/long‑range APs, point‑to‑point/mesh), and integration with identity/policy.
  • Strong command of network testing & instrumentation (packet capture, throughput/latency testing, RF analyzers), and producing ATP/SAT artifacts.
  • Working knowledge of DoD/Army cybersecurity processes (RMF lifecycle, STIG/SRG/eSTIG, vulnerability scanning, FIPS 140‑3 encryption concepts) and collaboration with ISSMs/Validators.

Nice To Haves

  • BS in Electrical Engineering, Computer Engineering, Computer Science, Systems Engineering, or related field (or equivalent experience).
  • RCDD (or close partnership experience with RCDD‑stamped deliverables).
  • Advanced vendor certifications (e.g., CCNP/CCIE Enterprise, JNCIP/JNCIE, Aruba ACMX, NSE), and wireless certifications (CWNA/CWNP track).
  • Security+ (baseline) and one or more DoD 8570/8140 compliant certifications applicable to the role/level.
  • Experience with Army range/test center environments, FEWR/REC permitting inputs, and utility locates processes.
  • Exposure to NIAP/CSfC/CNSSP 11 solution concepts and Layered security architectures.
  • Experience supporting Section 508 accessibility evidence for ICT deliverables.

Responsibilities

  • Lead pre survey planning and data requests; develop Site Survey Plans and kick off agendas/minutes.
  • Conduct on site surveys to validate existing conditions, perform spectrum analysis, grounding/power quality checks, and document constraints (observing OPSEC/photography rules).
  • Produce TNMPs per site/technology: solution concept, AoA, ROM/cost drivers, equipment strategy, spectrum/EMI considerations, utilities/real property, environmental and permitting inputs (FEWR/REC), schedule, risks, training and sustainment considerations, and draft TDP content.
  • Develop ICT network designs aligned to UFC 3 580 01 and applicable codes/standards; coordinate RCDD stamped drawings (or work with an RCDD partner).
  • Produce and maintain pre install drawings, red lines, and as built packages (AutoCAD/source + PDF), plus required photographic records under OPSEC guidance.
  • Ensure bill of materials synchronization with LOM/MLOM/ILOM and installed components tracking.
  • Provide engineering oversight for installation, integration, cutover, and conformance testing, including utility locates and permit support and on site safety adherence.
  • Enforce site protection (damage reporting/PNR within 24 hours), debris/HAZMAT controls, and restoration to original or better within 72 hours or per approved exception plan.
  • Author Acceptance Test Plans (ATP) that trace to requirements; lead / witness Site Acceptance Testing (SAT); document and drive closure of deficiencies; produce Test Reports.
  • Coordinate test pre requisites with cybersecurity for RMF relevant controls, interim connections, and lab validations as needed.
  • Produce RMF artifacts: network boundary diagrams, HW/SW lists/BOMs, security and information flow diagrams, and POA&Ms.
  • Coordinate STIG/SRG implementation, eSTIG checklists, and vulnerability scans; integrate FIPS 140 3 crypto where applicable; support CMMC/CUI protections and eMASS data hygiene.
  • Provide technical inputs for CHESS sourcing, IUID tagging/applicability, and long lead approvals.
  • Engineer solutions to meet 24/7/365 / 4 hour critical SLAs and NBD non critical warranty performance, including sparing/field support strategies for remote/Alaska locations.
  • Transform TDLs into compliant TDPs with activities, conditions, risks/mitigations, staffing, travel/tools/ODCs, access/security, CLINized cost estimates, and safety considerations.
  • Support PMP/QMP/Safety content from an engineering perspective; contribute to MSRs, technical status meetings, and trip reports.
  • Notify leadership of potential out of scope or underfunded TDLs per H.8 within the required timeframes.
  • Provide technical input to the NET Plan & POI; deliver SME level training/walkthroughs, support recordings/on demand content, and respond to post training technical questions.
  • Contribute to Site Transition Plans and operational hand off packages.
