About The Position

As the Senior NEPA Scientist, you will utilize your knowledge to participate in collecting, synthesizing, and documenting data regarding the potential impacts of proposed projects/actions on the natural and built environment. Other responsibilities will include coordination of reviews of the proposed projects/actions by multiple environmental program subject matter experts and integrate their input into the preparation of Categorical Exclusion, Record of Environmental Conditions (REC), and other basic NEPA documentation, including Environmental Assessments (EAs) and Environmental Impact Statements (EISs). Personal initiative and critical thinking skills are essential to complete job duties with minimal guidance. Assignments are deadline driven so you must be able to set priorities, take ownership of projects, work efficiently and provide a consistent level of high quality in a high-pressure environment.

Requirements

  • Knowledge of laws, legal codes, government regulations, executive orders, and agency rules governing environmental projects and programs.
  • Knowledge of the practical application of science and technology.
  • Ability to identify complex problems and review related information to develop and evaluate options and implement solutions.
  • Ability to use scientific rules and methods to solve problems and logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems.
  • Ability to work in a team environment.
  • Working knowledge of applicable computer programs such as Adobe, Microsoft Office, and other common software.
  • Ability to conduct field investigations year-round under inclement weather conditions.
  • Excellent communication skills
  • A broad understanding of and working experience with federal, state and local environmental regulations.
  • Ten to twenty years of experience working with environmental regulations.
  • Experience working on environmental assessments and environmental impact assessments

Nice To Haves

  • Experience in federal government agencies or projects a plus.
  • Bachelor’s degree in environmental policy or science, biology, or related degree; advanced degree preferred.
  • Basic ArcGIS a plus.

Responsibilities

  • Apply knowledge, expertise, and skills for compliance with NEPA regulations (42 CFR 1500-1508, as amended), applicable environmental regulations such as Marine Mammal Protection Act, Endangered Species Act, Clean Water Act, Clean Air Act, National Historic Preservation Act, and others, applicable federal agency policies and directives, applicable State and local environmental laws and regulations, and other applicable regulations.
  • Interact with clients, project proponents, stakeholders and subject matter experts.
  • Use professional judgement to determine if a project/action may require an environmental assessment (EA) or environmental impact statement (EIS)
  • Prepare permits for possible conflicts with environmental resources, dredging, stormwater discharge and other permits related to the proposed projects/actions
  • Conduct assessments in accordance with state and federal regulatory guidelines and as directed by project management staff.
  • Pre-construction environmental surveys/site approvals, environmental site assessments and environmental baseline studies may be required.
  • Participation in project planning meetings including but not limited to pre-construction meetings, planning charrettes, design charrettes, military exercise planning, scoping meetings and public/community outreach or comment meetings.
  • Conduct NEPA training and assist with outreach material design.
  • Crosstrain and provide back-up support to other environmental compliance programs as needed.
  • Perform deputy project manager tasks, client management, subcontractor management, and budget and schedule management.
  • Assist with proposals.
  • Lead preparation of environmental assessments and other documents.
  • Independently conduct categorical exclusion reviews.
