About The Position

ICF's Disaster Management (DM) Division seeks a fully developed Senior Mitigation and Resilience Analyst to support our growing portfolio of nation-wide hazard mitigation planning, grant, and program management projects. This position is U.S. remote-based, with location preferences in California, Florida, North Carolina, Oklahoma, and South Carolina. The ideal candidate must be able to travel up to 25% domestically based on current and prospective clients. Non-managerial role. The DM Division supports state, local, tribal and territorial (SLTT) governments and non-governmental partners to design and implement plans, policies, and programs that promote local pre-disaster mitigation action and support long-term housing, economic and infrastructure recovery post-disaster. Our primary clients are SLTT governments administering state and federally funded programs, including Federal Emergency Management Agency (FEMA) and U.S. Housing and Urban Development (HUD) hazard mitigation and disaster recovery programs. Compensation: Although the range below is wider to accommodate growth within the job, this position will have a starting pay range of $80,000 to $85,000, firm, based on % match of the qualifications, skills and experience, location and other. This position will have multi-faceted responsibilities related to project technical delivery. A successful candidate will be equipped to lead the day-to-day delivery of assigned tasks, including but not limited to hazard mitigation and resilience project scoping, grant writing, grant management, and program management. Requirements

  • Bachelor’s degree in Planning, Public and/or Environmental Justice or Policy, Economics, or similar field.
  • 5+ years’ experience conducting research, analyzing data and policies, and developing products related to hazard mitigation and/or disaster resilience: plans, grant applications, program design guidelines, and standard operating procedures.
  • Able and willing to travel (flight/vehicle) throughout the United States for work needs.

Nice To Haves

  • Master’s degree in Planning, Public and/or Environmental Policy, Economics, or similar field. A master’s degree can supplement 2 years of required experience.
  • Experience with natural hazard resilience concepts, including risk assessments, benefit-cost analysis, and common hazard mitigation solutions.
  • Grant writing and grant management experience for complex infrastructure projects or housing programs, including wind retrofit and flood resilience projects.
  • Experience with FEMA Hazard Mitigation Assistance (e.g. HMGP, FMA, BRIC) programs.
  • Experience managing client and project manager expectations, including coordinating with federal and state funding agencies.
  • Experience with Geographic Information Systems (GIS).
  • Excellent time management capabilities, including the ability to prioritize and balance workload across multiple projects with short-term deadlines.
  • Experience working directly with clients and senior project leads to define expectations and conduct interim reviews of work products.
  • Pays close attention to detail and maintains well-organized notes and project files.
  • Team-oriented professional who proactively engages other team members to ensure quality of delivery.
  • Able to provide constructive feedback to team members to improve quality of work products.

Responsibilities

  • Lead small teams to conduct open-source policy research and data analysis to support long-term recovery planning and hazard mitigation grant application development.
  • Scope and manage grants in accordance with federal policy requirements, guidelines, and best practices.
  • Support project managers with implementing grant application intake, including oversight and quality assurance reviews for policy compliance.
  • Support technical leads with developing hazard mitigation and long-term recovery and resilience strategies and planning documents, including benefit-cost analyses and grant funding roadmaps for project implementation.
  • Develop first drafts of written products (e.g., grant applications, grant funding strategies, checklists, reports, etc.) and tools (e.g., dashboards, etc.) to support the design and implementation of client projects.
  • Develop agendas and deliver presentations to clients and other contractors to support project implementation activities.
  • Support project managers with deliverable reviews and budget and schedule tracking for deliverable submission.
  • Assist with business development activities, including proposal writing, white papers, opinion pieces, and other marketing support.
