This position will oversee a multi-faceted work pipeline comprising several key groups - Work Scheduling, Permitting, Pre-Requisite Processing, Crew Scheduling, and Dispatching. The role ensures optimal workflow timing and pacing to support PGE's strategic plans and priorities. Success in this position will contribute directly to Power Delivery's budget management, regulatory compliance, and unit cost performance through effective planning that minimizes rework and resource waste, while maximizing resource utilization by ensuring availability of the most cost-effective options.

Requirements

  • Requires a bachelor’s degree in business, engineering, communications, social sciences or finance or other related field or equivalent experience.
  • Typically 12 or more years in materials management, contract administration, procurement, supply or a related field; utility experience preferred; supervisory/managerial experience required.
  • Expert knowledge of PGE's electrical transmission and distribution system
  • Expert knowledge of regional planning, scheduling and dispatch operations
  • Expert knowledge of company policies, practices and philosophy relevant to planning scheduling, prerequisite coordination and line dispatch functions

Responsibilities

  • General Management - Manages departments that provide services and resources to facilitate the work of PGE’s Utility Operations operating units so that they can achieve cost-management targets, customer satisfaction goals and operating objectives.
  • Manage Strategy - Contributes to developing corporate strategic direction; develops functional strategies to ensure achievement of corporate strategic plans and objectives. Partners with leaders of other corporate areas to develop and implement strategies, policies and procedures, projects and programs required to attain company goals. Ensures departmental policies, plans and procedures are aligned with corporate policies and federal, state and local laws and regulations. Contributes to developing a corporate labor strategy that builds a collaborative labor-management relationship. Ensures corporate and departmental strategies and goals are effectively communicated to all levels of the workforce within the department.
  • Manage Distribution Functions - Provides leadership and direction through subordinate managers and supervisors. Oversees design and crew coordination function; responsible for providing engineering design, project management, planning, scheduling and line dispatch for customer, maintenance and capital investment projects/programs. Ensures departmental functions are cost-effectively managed and provide timely and efficient outputs and results, ensures accountability and effective team results and overall organizational performance and ensures that line design and scheduling are managed effectively and economically to facilitate delivery of design and construction delivery to customers. Motivates employees at all levels to focus on delivering high-quality customer service. Utilizes business metrics to measure and provide feedback to improve operations. Ensures that all managers and supervisors implement all aspects of managerial accountabilities and foster a culture and environment in line with PGE’s values. Fosters a safe and healthy culture and holds managers and employees accountable for working safely, consistently and fairly, enforcing all safety, health and work rules. Represents Utility Operations and PGE to the community and the utility industry and with the PUC and other regulators.
  • Functional Leadership - Exercises comprehensive functional and industry knowledge in specialized areas; identifies and resolves complex multidimensional business problems; exercises delegated authority over planning, direction and timely execution for a functional area or program; establishes and maintains contacts with management levels within and outside the company and at government agencies and with industry experts in accomplishing function or program objectives.
  • Financial Management - Sets strategy and develops plans, policies and processes for the accounting, budgeting and, where applicable, charging of department resources and services, including the definition of cost models and charging models; sets, negotiates, approves and manages all financial budgets and targets, ensuring that there is adequate funding for department objectives and plans.
  • Resourcing - Oversees workforce planning and resource strategy across multiple departments, ensuring that there is adequate skilled resource to meet planned service delivery or department objectives; ensures integration with strategic human resource plans; responsible for recruitment, development and demand forecasts for multiple departments.
  • Professional Development - Determines organizational development needs in line with business needs and strategic direction of departments; generates development strategies to achieve required change; monitors progress and evaluates business benefits achieved.
