About The Position

The successful candidate will join the Facility Operations team to support the Center Maintenance, Operations, and Engineering Contract (CMOE) located at NASA Langley Research Center (LaRC). The Facility Operations Branch Manager will manage the Test Operations team providing specialized operational support for many of LaRC’s wind tunnels, laboratories, test stands, and research utilities. This position will also serve as the Deputy Facility Operations Director and will report directly to the Facility Operations Director. All work will be performed with a high standard of quality and professionalism. All safety policies and procedures must be followed.

Requirements

  • US Citizenship required.
  • BS degree from an accredited college or university and eleven (11) years related experience, or MS degree and nine (9) years related experience or Ph.D. and five (5) years of related experience.
  • Work Experience must be related to wind tunnel ground test operations or other test and evaluation fields.
  • Requires demonstrated leadership skills as evidenced by prior supervisory experience.
  • Must be able to effectively communicate with others.
  • Experience dealing with technical customers, excellent customer handling skills, and focus on customer satisfaction.
  • Familiar with ISO9001 and its importance to operational technology processes.
  • Must have sufficient mobility to enter into confined spaces, crawl into or onto various assemblies while maintaining a clear vision of safety is required.
  • Potential exposure to high noise levels, hazardous chemicals, propellants and the like. Appropriate PPE and training will be provided for all conditions.
  • Must be able to walk, stand, bend, twist and sit for extended periods as well as climb, crawl, and lift up to 35 lbs.
  • Regular attendance mandatory (100%)
  • Overtime/work outside normal schedule required (<20%)

  • Must be able to obtain and maintain a security clearance.

Responsibilities

  • Provide direct leadership to a team of first line facility-centric supervisors who manage their respective wind tunnels and lab facilities.
  • Ensure team maintains compliance with company, NASA, and industry policies, procedures, and standards.
  • Assist in the development of department strategy and implementation of goals, policies, priorities, and procedures relating to work execution, staffing, training, and resource sharing between facilities all in accordance with department strategy.
  • Produce ad hoc reports, create and give presentations to the client, Senior Management or Corporate leadership for topics ranging from project proposals to solutions or recommendations for improvement.
  • Attend and organize meetings with department leadership and contract clients with topics ranging from Core Projects to administrative tasks of the department and branch business.
  • Meet goals and metrics for the department, ATOD, and CMOE contract and ensure contract deliverables owned by the branch are developed and submitted on time.
  • Increase the overall productivity of the branch by implementing relevant employee training, forecasting effectively, eliminating inefficiencies and capturing growth opportunities.
  • Identify, evaluate and manage strategic risks and opportunities.
  • Locate areas of improvement and propose corrective actions that meet challenges and leverage growth opportunities and efficiencies.
  • Primary and secondary interface with client stakeholders, address customer and employee satisfaction issues promptly, maintain fruitful relationships with current customers and establish good relationships with new ones.
  • Adhere to high ethical standards and comply with all regulations/applicable laws.
  • Will perform other duties as assigned.
