About The Position

The Senior Manager, Program Management leads the execution of the MIDS Joint Tactical Radio System (JTRS) ACAT‑1C program and associated development, production, and sustainment efforts. This role is responsible for cost, schedule, technical performance, customer satisfaction, and strategic growth within the JTRS portfolio. The Senior Manager provides leadership to cross‑functional Integrated Product Teams (IPTs), manages a team of Program Managers, and serves as a primary interface to U.S. Navy stakeholders, DoD Prime Contractors, and International customers. The position requires disciplined program execution, strong team leadership, and the ability to drive results across a complex, multi‑phase program lifecycle.

Requirements

  • Bachelor's Degree with 12 years prior experience, Graduate Degree with 10 years prior experience. In lieu of a degree, minimum of 16 years of prior related experience.

Nice To Haves

  • Knowledge of Link 16 Tactical Data Links, MIDS JTRS, or related mission‑system products.
  • Familiarity with broadband IP networking concepts relevant to MIDS JTRS systems.
  • Experience leading ACAT‑level or complex Government programs using EVMS.
  • Demonstrated ability to lead distributed cross‑functional teams.
  • Strong communication, negotiation, and customer‑facing leadership skills.

Responsibilities

  • Serve as senior program leader with accountability for all phases of the JTRS program, from capture and proposal development through completion.
  • Lead program execution to meet cost, schedule, resourcing, contractual, and technical performance baselines across Firm Fixed Price and Cost Plus programs.
  • Manage and mentor a team of Program Managers responsible for development, production, and sustainment programs within the JTRS portfolio.
  • Provide executive‑level leadership of IPTs across Engineering, Operations, Contracts, Finance, Quality, Supply Chain, and Security.
  • Conduct regular program reviews, including earned value assessments, risk/opportunity management, staffing needs, technical performance, and customer updates.
  • Develop competitive proposals supporting annual Lot buys, modernization efforts, and International market opportunities.
  • Serve as a primary interface with U.S. Navy program offices, DoD Primes, and international partners to ensure program alignment and customer satisfaction.
  • Lead financial execution for the program, including baselines, EACs, cash forecasting, and long‑term planning.
  • Drive continuous improvement initiatives focused on process rigor, performance visibility, and operational efficiency.
  • Ensure compliance with regulatory requirements, export control mandates, and corporate policies.
  • Ability to obtain a US Security clearance
  • Ability to travel 25%
