About The Position

Torch Technologies has an exciting opportunity for a Program Manager located in Kettering, OH (Dayton, WPAFB) to support our EPASS GB contract. As part of the AFLCMC/GB Business and Enterprise Systems Directorate, the GBC Customer Services Domain provides a spectrum of support services covering Resource Management, Security Management, Operations and Special Projects and Events to BES personnel at all locations. Service capabilities are clearly advertised to the BES populous and provide a one-stop shop in a defined and consistent manner, enhancing GB customer support while using significantly fewer BES resources. As a Senior Program Manager your duties will include the following, but are not limited to: Knowledge of principles, policies and practices of systems acquisition and program management, as defined in DoWI 5000.02 and 5000.75, as well as knowledge of roles and relationships within the DoW and the Air Force. Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency and productivity of acquisition programs; Knowledge of support activities that assist the program manager in assessing what programs are within schedule and cost baselines and be able to recommend viable solutions to problems as well as the pursuit of alternative courses of action; Abilities to effectively communicate orally and in writing, providing quality acquisition and program documentation, e.g., briefings, documents, and plans; Abilities to plan, research, analyze and assess system acquisition in terms of development, production and deployment of weapons systems and associated equipment; Abilities to formulate plans and recommend effective strategies in meeting cost, schedule and performance objectives; Abilities to support and develop acquisition reports, including statutory and regulatory reports, e.g., Defense Acquisition Executive Summary (DAES) or Monthly Activity Report (MAR); Abilities to support program management reviews, senior level meeting/reviews and Integrated Master Plan (IMP)/Integrated Master Schedule (IMS) reviews; and, Abilities to support and develop various briefings/schedules of program status and acquisition tasks to senior management. Manage and oversee the Civilian Honorary Awards program for the Directorate. Collaborate and provide advice to the Directorate’s Award Points of Contact at Gunter Annex and Joint Base San Antonio. Assist writers in crafting award packages which includes reviewing packages to ensure compliance with format, validate that the award justification supports the award, and staff the award package to the applicable award authority in AFLCMC/GB (and in some cases, AFLCMC/CA). Conduct annual inventories of award-related artifacts (i.e., medal sets, award certificates, presentation folders, etc.) to ensure supplies are in place for the formal awards presentation ceremony. Training Focal Point for the Directorate at Wright-Patterson AFB. Distribute training opportunities available at Wright-Patterson AFB to BES Government personnel. Suspense monitor for our Division (AFLCMC/GBC at Wright-Patterson AFB). Support the unit’s Military Heritage Program by orchestrating periodic events to educate members on USAF history and facilitating operational opportunities.

Requirements

  • U.S. Citizenship
  • Advanced Degree (MA/MS) in Business Administration, Management Information Systems or other relevant discipline and 10 years of experience, 5 of which must be in the DoW, or BA/BS Degree in Business Administration, Management Information Systems or other relevant discipline and 12 years of experience in the respective technical/professional discipline being performed, 5 of which must be in the DoW, or, 15 years of directly related experience with proper certifications, 8 of which must be in the DoW.
  • Must be proficient with MS Office applications (Word, PowerPoint, Project, Excel, Outlook, etc.)
  • Must be familiar with using MS Teams and MS SharePoint for project collaboration
  • Must have experience with managing Air Force Risk Management process in support of the acquisition process
  • Must have a working understanding of Agile Development
  • Familiarity with Atlassian Tools; Jira and Confluence
  • Prior experience with DoW Acquisition programs under DoW 5000.02 or 5000.75 policy is required.
  • Must possess the advanced knowledge, experience and recognized ability to be considered highly skilled in their technical/professional field.
  • Must possesses the ability to perform tasks independently and oversee the efforts of junior and journeyman contractor personnel within the technical/professional discipline.
  • Must demonstrate advanced knowledge of their technical/professional discipline as well as possess a comprehensive understanding and ability to apply associated standards, procedures, and practices in their area of expertise (Program Office, Enterprise and Staff Level Support interface).
  • Candidate must possess and maintain a T1/NACI clearance.
