About The Position

This senior manager serves as the head of the applications function within Platte River Power Authority’s technology services division and is accountable for the strategy, architecture, delivery, and operational excellence of the organization’s full enterprise application portfolio—spanning cloud, on-premises, and hybrid environments. The portfolio includes enterprise resource planning (ERP), energy trading and risk management (ETRM), integration middleware, IT service management (ITSM), analytics and data science platforms, geographic information systems (GIS), and other business applications that support Platte River’s mission of providing reliable, environmentally responsible electricity. As a key member of the technology services leadership team, this role drives digital transformation by partnering with division leadership and business stakeholders across all functional areas to align technology investments with organizational strategy. This individual provides vision and direction for application modernization, enterprise integration, data-driven decision-making, and emerging technology adoption, including artificial intelligence and machine learning, while ensuring the security, reliability, and regulatory compliance of all application services. This role leads a diverse team of internal staff, consultants, and managed service providers, fostering a culture of innovation, accountability, and continuous improvement. The senior manager is responsible for building and sustaining high-performing teams, managing vendor and partner relationships, and delivering measurable business value through technology.

Requirements

  • 10 years in enterprise application management, including implementation, support, and lifecycle management of complex, enterprise-wide business systems.
  • Five years in a leadership role directly managing application teams, including hiring, performance management, and professional development of technical staff.
  • Five years leading strategic business transformation programs and digital initiatives involving enterprise applications.
  • Demonstrated experience managing vendor and partner relationships, including contract negotiation and service level management.
  • Bachelor’s degree in computer science, computer information systems, management information systems, business administration, engineering, or a related field.
  • Valid driver’s license and ability to remain insurable under the vehicle liability policy.
  • Deep knowledge of enterprise application architecture, cloud computing models (SaaS, PaaS, IaaS), and hybrid IT environments.
  • Strong experience with Oracle Fusion Cloud (ERP, Financials, SCM) and Oracle Integration Cloud (OIC) or comparable integration middleware platforms (e.g., MuleSoft, Boomi, Informatica).
  • Familiarity with energy trading and risk management (ETRM) systems and related applications used in wholesale electric utility environments, including scheduling, settlements, and market operations platforms.
  • Knowledge of service management platforms (ServiceNow or equivalent), ITIL frameworks, and IT service delivery best practices.
  • Knowledge of application-level security principles including role-based access control, segregation of duties, identity governance, and application patching practices.
  • Understanding of release management, environment management, and change control processes for enterprise applications across cloud and on-premises platforms.
  • Understanding of data engineering, analytics, and business intelligence platforms (e.g., Databricks, Power BI, Oracle Analytics) and modern data architecture patterns (data lake, data mesh).
  • Knowledge of GIS platforms (Esri ArcGIS), metering systems (Itron), and resource planning tools (PLEXOS) as used in electric utility operations.
  • Awareness of software development methodologies (Agile, Scrum, DevOps) and application lifecycle management practices.
  • Knowledge of system and software quality assurance industry practices and methodologies.
  • Proven ability to develop and execute enterprise application strategies that align technology investments with business objectives.
  • Strong business acumen with the ability to understand utility industry operations, regulatory environments, and market dynamics, particularly as they relate to wholesale electric power generation, transmission, and organized market participation.
  • Excellent active listening, verbal, and written communication skills with the ability to communicate complex technical concepts to non-technical audiences and executive stakeholders.
  • Demonstrated ability to build and maintain effective relationships with senior business leaders, cross-functional teams, vendors, and industry peers.
  • Strong project and program management skills with experience overseeing complex, multi-stakeholder technology initiatives.
  • Proven change management capability, including leading organizational adoption of new technologies and business processes.
  • Sound judgment, critical thinking, and decision-making skills with the ability to balance strategic vision with operational priorities.
  • Experience managing operating and capital budgets, vendor contracts, and software licensing agreements.
  • Knowledge of business process improvement disciplines (e.g., Six Sigma, Lean).
