Raytheon is seeking a Senior Manager, Contracts to join our Airborne Spectrum Dominance Contracts team within the Advanced Technology Sub Business Unit (SBU). The Advanced Technology SBU of Raytheon acts as the front end of the business developing the next generation of technologies that will defend our troops and make the world a safer place. Our technologies span from Electro-Optic (EO) to Radio Frequency (RF) spectrums. The charter of the AT/ASD business is to identify and develop new and leading-edge capabilities, leveraging Raytheon’s key technologies, creating trusted, innovating solutions to address local and world-wide problems. The person in this role will be a strategic member of the AT Contracts team, with responsibility for owning contract management/administration actions on proposals and contracts across the acquisition life cycle. This position will be for an individual contributor role with future growth opportunity into a managerial role and/or increased responsibilities supporting local program area directors. This position will report directly to the Associate Director, Contracts and will need to collaborate closely with program management and cross-functional teams. This exciting opportunity in a fast-paced environment will be well suited for a highly motivated, well-organized person who enjoys working in a collaborative team environment. You will be responsible for the guidance, management, and administration for proprietary United States Government (USG) Department of Defense (DoD) prime and subcontracts that range from small trade studies to large Development programs for both classified and unclassified contracts. Success in this position is defined as being a business partner with the assigned teams. Enablers for success include being able to effectively multitask; familiar with DoD contracting; and demonstrate good communication skills to be able to interface with all levels of internal and external customers.

Requirements

  • Typically requires a University Degree or equivalent experience and minimum 10 years prior relevant experience, or an Advanced Degree in a related field and minimum 7 years experience
  • Experience with U.S. Government contracts under the Federal Acquisition Regulations (FAR) and / or Defense Federal Acquisition Regulation Supplemental (DFARS)
  • Experience in RFPs, proposals and contractual documents for contractual requirements and risks
  • Experience in pre-proposal strategy, proposal development, negotiations and / or similar start up phases of programs
  • Experience with multiple contract types such as (CPFF, FFP, FFP-LOE, T&M and / or OTA)
  • Active and transferable U.S. government issued security clearance is required prior to start date.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
  • Active and existing security clearance required on day 1

Responsibilities

  • Analyze Requests for Proposal (RFP), development of proposals, proposal reviews and coordination, negotiation, contractual agreements, contracts execution, as well as general contract administration.
  • Lead change management actions such as Engineering Change Proposals (ECP) from directed change through negotiation and award.
  • Review estimate at completion (EAC).
  • Collaborate with the Contracts Lead, Program Directors, Senior Program Managers, Chief Engineers, Proposal Manager, Business/Estimating and Supply Chain to construct, submit and negotiate pricing proposals.
  • Support program management and execution reviews.
  • Ensure that negotiated terms and conditions comply with company policies.
  • Provide sound contract management to meet customer obligations, achieve company objectives, and comply with company policies.
  • Provide guidance regarding contractual and business issues, advising stakeholders of contractual rights and obligations as well as mitigation of contractual/program risks.
  • Examine and understand cost structure estimates of labor, material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.
  • Interface with customers for correspondence, contractual changes, and contractual issues.
  • Investigate and resolve contractual matters by critically thinking, gathering detailed information, seeking innovative contracting techniques, and proactively collaborating with relevant stakeholders.
  • Work with local DCMA/DCAA on government contracts.
  • Coach and mentor other Contracts team members.
