We have an exciting opportunity for a Senior Manager, Contracts who will manage front-end assessment of business pursuits, proposal preparation, contract negotiation, contract administration, and customer relationship management within company policies, acquisition regulations, and customer requirements/specifications for various types of Government contracts. This is a great leadership opportunity within the Air Dominance product line within the Air & Space Defense Systems strategic business unit. We are seeking a leader with business acumen, initiative, and a positive can-do attitude. The Air Dominance product line is a challenging, fast-paced environment, and this role must serve as a trusted business adviser to program leadership. Requirements

  • Typically requires a University Degree or equivalent experience and minimum 10 years prior relevant experience, or an Advanced Degree in a related field and minimum 7 years' experience.
  • Experience with U.S. Government acquisitions or contracts under the Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations Supplement (DFARS), and/or related government regulations
  • Active and transferrable U.S. government issued Secret security clearance is required prior to start date with the ability to obtain program access after start

Responsibilities

  • Review request for proposals (RFPs), structuring balanced business deals, formalizing contractual documents, and frequent customer interface (virtual and in-person).
  • Advise contractual rights and obligations and means to mitigate contractual/program risks, identify links and potential impacts on project and programs, compiling and analyzing data, maintaining historical information, and providing recommendations for a balanced business deal
  • Partner with the Program Managers and Directors to ensure financial targets are met by securing contract awards, negotiating contract payment terms, and working closely with the customer to ensure on-time payment
  • Manage multiple contracts as the primary interface with the customers’ Procuring Contracting Officers (PCOs)
  • Work closely with program teams within a matrix environment of program management, engineering, finance, operations, supply chain, and quality functional leads
  • Act as a key team member of the capture team and establish negotiation strategy, targets, and minimums within approved authority
  • Ensure customers’ requirements are fully understood and flowed through to the capture team and to external suppliers in coordination with Supply Chain in accordance with company policies, legal requirements, and customer specifications
  • Conduct timely and effective negotiations and resolution of customer issues to maximize key financial metrics (i.e., bookings, sales, cash, profit, etc.)
  • Work independently, yet recognize matters that require leadership review and buy-in
  • Multi-task routine and complex contract and proposal activities while responding to unplanned quick response requirements as they emerge
  • Draft complex letters that communicate Raytheon's business position effectively
  • Ensure compliance with Truthful Cost or Pricing Data Act (commonly known as TINA)
  • Travel to a Raytheon or customer facility as needed for program and/or customer meetings
