About The Position

GDC IT Solutions is seeking a Senior IT Project Manager to support the Pennsylvania Turnpike Commission, delivering complex, mission-critical technology initiatives across enterprise systems, infrastructure, and contact center solutions. This role offers the opportunity to lead high-visibility projects in a collaborative, standards-driven environment focused on operational excellence and regulatory compliance. As a Senior IT Project Manager, you will be responsible for planning, executing, and delivering complex IT initiatives across software development, enterprise architecture, infrastructure, and enterprise toolsets while ensuring alignment with business objectives, governance standards, and regulatory requirements.

Requirements

  • Minimum of 7 years of experience delivering IT projects of varying size and complexity.
  • Expert-level proficiency managing scope, schedule, quality, communication, resources, vendors, change, and integration.
  • Minimum of 5 years of hands-on experience delivering a tolling Back Office system including cutover, go-live, financial reconciliation readiness, roadside integrations, customer service impacts, and data migration workflows.
  • Strong understanding of PMBOK project management standards.
  • Hands-on experience delivering projects using Agile frameworks such as SCRUM and SAFe.
  • Working knowledge of ITIL/ITSM processes including Incident, Problem, Change, Release, and Configuration Management.
  • Proven ability to lead cross-functional teams and manage conflict across business, IT, and vendor organizations.
  • Strong vendor management experience overseeing system integrators and software solution providers.
  • Experience developing and validating test scripts, supporting QA cycles, and overseeing UAT.
  • Excellent written and verbal communication skills with experience producing executive-level reports and presentations.
  • Ability to troubleshoot escalated issues and coordinate resolution across functional teams.
  • Bachelor’s degree in Information Technology, Information Systems, Business Management, or a related field.

Nice To Haves

  • Experience implementing contact center, telephony, payment, and middleware/integration solutions.
  • Familiarity with enterprise architecture principles, governance processes, and ecosystem impact analysis.
  • Understanding of IT security fundamentals, infrastructure components, and PCI compliance requirements.
  • Demonstrated competency documenting technical and business processes, workflows, and operational playbooks.

Responsibilities

  • Lead end-to-end delivery of complex IT projects using PMBOK-aligned lifecycle methodologies including Initiating, Planning, Executing, Monitoring/Controlling, and Closing.
  • Plan and manage enterprise technology initiatives spanning software development, enterprise architecture, infrastructure, contact center solutions, and enterprise toolsets.
  • Define project scope, gather and refine requirements, and align business and technical objectives across multiple workstreams.
  • Develop and maintain project schedules, plans, roadmaps, RAID logs, communication plans, and quality frameworks using PMBOK, ITIL, SCRUM, and SAFe standards.
  • Coordinate internal teams, contractors, system integrators, and vendors to meet project milestones and contractual commitments.
  • Oversee implementation and integration of contact center platforms, telephony/IVR systems, middleware, PCI-compliant workflows, payment interfaces, and third-party solutions.
  • Identify, analyze, and manage risks, issues, dependencies, and interdependencies across business and technical environments.
  • Lead governance forums, steering committees, and stakeholder engagement sessions to drive alignment, transparency, and decision-making.
  • Collaborate with infrastructure and security teams to ensure compliance with IT security standards, architectural roadmaps, and regulatory requirements.
  • Plan and execute go-live and cutover activities including readiness assessments, deployment oversight, stabilization, QA, testing, and operational transition.
  • Develop and maintain comprehensive project documentation including technical and functional designs, test plans, test scripts, impact analyses, lessons learned, and best practices.
  • Build and maintain productive working relationships with technology teams, business owners, project sponsors, vendors, and key stakeholders.
  • Lead and participate in project team activities supporting enterprise system initiatives.
  • Work independently while managing multiple priorities in a fast-paced environment.
  • Adhere to all organizational standards, policies, procedures, and documentation templates.
  • Utilize enterprise software tools to support project planning, tracking, reporting, and execution.
  • Perform additional duties related to the position as assigned.
