Senior IT Oversight Analyst (Operations & Policy Analyst 4) Enterprise Information Services (EIS) is a state government-wide information technology (IT) organization led by Oregon's State Chief Information Officer (CIO). The Project Portfolio Performance team is key in implementing and using the IT Governance Framework which includes oversight and portfolio management of all major IT investments. What You'll Do As the Senior IT Oversight Analyst, you will work in collaboration with the Sr. IT Portfolio Manager to direct agencies through the IT governance process including IT project assessment, tracking, monitoring, and reporting through statewide project portfolio management. You are accountable for assessing project performance of major IT investments through the Oregon Stage Gate process starting with the initiation of a project through implementation. You will help to assess that major IT initiatives are set up for success and that the business case used to justify a major IT project was developed and approved at the appropriate level. In partnership with the Sr. IT Portfolio Managers and EIS Statewide Quality Assurance (QA) Program, you proactively work with state agencies to manage the risks associated with large IT projects . Requirements

  • A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, Finance, Political Science or any degree demonstrating the capacity for the knowledge and skills; and five years professional-level evaluative, analytical and planning work in Enterprise level IT business analysis, project quality assurance and/or project management.
  • Any combination of experience and education equivalent to eight years of experience in Enterprise level IT business analysis, project quality assurance, and/or project management.

Nice To Haves

  • Experience performing IT business analysis and project management with Iarge modernization efforts or IT programs implementing related IT component projects; particularly, as it relates to infrastructure, software, or cloud or hosted services.
  • Knowledge and experience of industry core practices including project management, business analysis, project quality assurance, change control management procedures, Capability Maturity Model, and systems implementation, Software Development Life Cycle (SDLC) methodology.
  • Proficiency using a personal computer and various software including Microsoft suite, i.e. Word, Project, Teams, Excel, Outlook, Visio, SharePoint, and PowerPoint.
  • Knowledge of government processes, including procurement and budget.
  • Strong critical and strategic thinking skills
  • Strong communication, presentation, writing and editing skills.
