The Information System Owner team exists within the Product Integrity Center. Our mission is to ensure Raytheon products are safe, reliable, sustainable, and regulated. Product Integrity engages throughout the entire lifecycle of Raytheon products, from conception to decommission, supporting Engineering, program offices, and customers alike. All Information System Owners (ISO) are responsible for prioritizing program work on information systems while managing risks and maintaining compliance with government standards. The Senior Information System Owner role is responsible for, and provides expertise to, programs with large, complicated information systems. Senior ISOs coordinate with Cybersecurity, Digital Technology, and Test Equipment Support teams to provide information system strategy across all the information systems and technologies utilized by their program. Senior ISOs work with other ISOs within the department and mentor Principal and Associate ISOs. We have an immediate need for a Senior Information System Owner. We are looking for a proactive, self-governing program management, information technology, or Cybersecurity professional who can assume ownership of critical information systems (IS), provide leadership to IS operations, and direct the development and execution of program needs in classified environments.

Requirements

  • Bachelor’s degree in Information Systems, Computer Science, or a related field.
  • Minimum of 8 years of related experience in Information System Management, Cybersecurity, Digital Technology, Program management and/or Account Management.
  • Experience with Information System Support team functions – Digital Technology, Cybersecurity, Test Equipment System Admins, Engineering teams and/or Program Management Offices.
  • Experience with defense contractor program operations, classified information systems, network architecture, cyber security principles, and/or risk management mitigation.
  • Experience developing technical solutions that meet program deliverable requirements
  • Experience leading projects and/or multi-functional teams.
  • Experience with financial oversight and/or managing budgets for a program, project, or team.

Nice To Haves

  • Advanced degree in Information Systems, Computer Science, or a related field.
  • Proven leadership abilities, including setting goals, creating solutions, and directing teams – prior leadership or managerial experience within IT or Cybersecurity fields
  • RTX PM Certification Level 6 or above, or equivalent
  • Excellent communication and interpersonal skills, with the ability to effectively communicate with customers, vendors, and program partners.
  • Thoroughly organized and able to drive team results
  • Demonstrated success in project sponsorship and ownership delegation.

Responsibilities

  • Create solutions for the Program Management Office through directing Information System (IS) support teams – Cybersecurity, Digital Technology, and Test Equipment System admin teams, to meet program deliverables on the information system.
  • Collaborate with RTX Security teams to certify compliance with Risk Management Framework (RMF), RTX Cybersecurity, classified information security policies.
  • Maintain ownership over large scale, complex information system including, but not limited to, Enterprise and Government WAN circuits, High Performance Computing grids, NetApp file systems solutions, Production and Manufacturing Test Equipment, Software Development Areas, Hardware Labs, Factories, etc.
  • Perform integrated change control by holding regular Change Review Boards (CRBs) that review, verify, approve, prioritize, track, and record requested changes to the IS and/or modifications to its configuration.
  • Ensuring that the planning and execution of all RMF activities are aligned, integrated with, and supportive of the system acquisition process.
  • Ensuring that the system is developed and operating in accordance with Program specific requirements as well as customer specifications, Cyber Task Orders (CTOs), RMF, and Federal policies.
  • Conducting risk assessment and risk management activities to identify potential vulnerabilities for remediation in coordination with Cybersecurity resources.
  • Managing user accounts, accesses, authorizations, and privileges, as well as establishing data and media ownership.
  • Collaborating with Cybersecurity & Information Owners to develop systems security plans (SSPs).
  • Assisting the Information System Security Manager (ISSM) with performing the system risk assessment, documenting the respective results, and keeping reports current throughout the acquisition and development phases of the system lifecycle.
  • Providing the ISSM with updates to the Plan of Action and Milestones (POAM), including identifying correction actions, determining resources required, documenting milestone completion dates, and addressing any residual findings.
  • Coordinating with Cybersecurity and IT teams to facilitate and prioritize user needs.
  • Facilitating, coordinating, and recording architecture and infrastructure modifications, upgrades, and updates.
  • Providing oversight for classified data and media creation, processing, custody, and destruction.
  • Developing system planning and budgetary requirements and communicating these needs with Program Management for sustainment operations, proposals, and reviews.
  • Handle risk acceptance and program ownership for various Cybersecurity documentation on the information system.
