About The Position

The Agency for Health Care Administration is Florida's chief health policy and planning entity. The Agency is responsible for administering the Florida Medicaid program, the licensure and regulation of nearly 50,000 health care facilities, and empowering consumers through health care transparency initiatives. Under the direction of the Agency Secretary, Shevaun L. Harris, the Agency is focused on advancing Governor DeSantis' vision for Florida's health care system to be the most cost-effective, transparent, and high-quality health care system in the nation. The Long-Term Care Services Unit is seeking to hire a Senior Human Services Program Specialist who is dependable, flexible, and can thrive in a work setting that requires attention to detail and managing time sensitive tasks. The position's hours are Monday - Friday from 8:00 a.m. to 5:00 p.m. Adjustments to the hours may be made to accommodate an employee upon request. The work unit is responsible for regulating health care providers and facilities. The primary duties of the position are focused on processing licensure applications for providers regulated by the Long-Term Care Services Unit within the Division of Health Quality Assurance, Bureau of Health Care Facility Regulation. Additional duties include interpreting statutes and administrative rules, operating database management and document management systems and responding to inquiries verbally and in writing. This position will be filled at $1,636.98 biweekly and is non-negotiable. A good attendance record is essential for any individual in this position as the work involved occurs daily and is time critical. The individual in this position is expected to report to work daily and on time. Leave must be requested in advance from management, except in emergency circumstances not under the control of the employee.

Requirements

  • Knowledge of and ability to interpret state and federal regulations which govern health care facilities licensed and certified by the Agency
  • Knowledge and ability to operate Versa Regulation, Laserfiche, the Online Licensure system, and ASPEN as utilized by the Agency; and/or experience with similar computer software used for document management and secure network databases.
  • Ability to communicate effectively evidenced by effective writing skills and demonstration of critical thinking
  • Ability to pay strict attention to details in work products and to perform quality assurance activities with work products
  • Ability to establish and maintain effective working relationships with both customers and Agency personnel
  • Ability to work independently, take initiative, and to demonstrate problem solving abilities
  • Skill in managing a challenging workload in an efficient manner to meet state regulatory time frames with work product
  • Two (2) years of professional or nonprofessional experience working in a regulatory or administrative health care setting with data entry and customer service experience.
  • An associate's degree from an accredited college or university can substitute for two (2) years of professional or nonprofessional experience working in one of the areas described above.

Responsibilities

  • Receives and reviews health facility applications for licensure.
  • Reviews applications, prepares omission notices, reviews responses, verifies data, addresses cash issues, verifies business registration with the Division of Corporations, and verifies background screening results.
  • Issues registration certificates or initiates legal action when applications are complete.
  • Enters data pertaining to the application review and issuance in Versa Regulation (VR).
  • Reviews and uploads pertinent application documentation into Laserfiche (LF).
  • Updates VR and ASPEN with application changes.
  • Addresses application cash issues including refunds, late payments, and fines.
  • Reviews and updates survey information in LF, VR and ASPEN as applicable and coordinates with field office personnel to ensure accurate information.
  • Works with Agency field office and attorneys on health facility regulation issues and administrative actions.
  • Responds to telephone and email inquiries and provides technical assistance as needed to health facility licensure applicants.
  • Assists persons in locating information and application documents on the Agency's web site.
  • Helps keep information up to date on the web site for applicants by initiating revisions and drafting changes.
  • Processes any changes during licensure prior to license renewal.
  • In response to inquiries, provides information on health facility licensure requirements including requirements within state laws, rules, and survey standards to the public, registered providers, other agencies, and Agency field office and other Agency personnel.
  • Informs supervisor of needed clarification on policy issues.
  • Cross-trains in other licensure areas.
  • Prepares draft notices of intent to withdraw applications when omitted items are not received.
  • Identifies applicants needing notices of intent to deny and recommendations for sanctions and prepares draft notices for supervisor's approval.
  • Prepares notices of intent to fine for late changes of address.
  • Sets up complaints for notices of intent in Versa Enforcement.
  • Works in the online licensing system for health facility licensure.
  • Completes other assignments related to health facility licensure including public record requests and CorrFlow.
  • Participates in job-related training.
  • Conducts other duties as assigned.
