This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensure proper coverage, and complete timesheets. The incumbent will supervise community-based service programs to include, of the Breast and Cervical Program, Tobacco, Healthy Community, and communicable disease prevention programs. This position requires the incumbent to exercise independent judgement in guiding the formulation of policies and procedures which have significant impact in personnel administration and/or budget preparation for the program areas as well as for the good of the health department. Ensures that programmatic goals and objectives are met, including timely required reporting. Collaborates with other department supervisors and manages program areas on an ongoing basis. Develops, monitors, and recommends improvement to operational processes, procedures, policies, and workflow ensuring alignment with Department mission, values, goals, and objectives. Oversee the budget process for areas of responsibility, ensuring fiscal accountability. Monthly projections of expenditures and revenue to inform spending plans; participating in annual budget development; collaborating with State Health Office Programs regarding budget needs, deficits, or challenges with expending funds provided. Provide leadership in the development of a comprehensive community health resource navigation program to address priority health issues in the county, including community goals and long and short-term problems. Assess drivers of health services’ utilization patterns and impediments to the continuum of care Oversee the development of a variety of administrative documents and internal processes or procedures. Collects and analyzes complex data and information. Performs statistical analysis and summarizes findings in applicable reports or other communication mediums. Oversee the budget process for areas of responsibility, ensuring fiscal accountability. Monthly projections of expenditures and revenue to inform spending plans; participating in annual budget development; collaborating with State Health Office Programs regarding budget needs, deficits, or challenges with expending funds provided. Ensure that programmatic goals and objectives are met, including timely required reporting. Collaborates with other department supervisors and manages program areas on an ongoing basis. Perform other duties as assigned.
