Essential Duties and Responsibilities: System Configuration and Maintenance (Oracle HCM Cloud): • Serve as the subject matter expert for Oracle HCM Cloud, ensuring system integrity, security, and data governance. • Configure, test, and implement system changes, patches, upgrades, and new modules (e.g., Core HR, Absence Management, Benefits, Talent Acquisition, etc.). • Manage and maintain system tables, business processes, security roles, and user accounts. Research & Development (R&D): • Lead the research, testing, and development of VGPro and other integrated HR platforms, driving continuous process improvement. • Translate HR strategic initiatives into technical system requirements and solutions, including automation of manual tasks related to Credentialing and document management. System Integration & Data Management: • Manage data imports, exports, and interfaces between Oracle HCM Cloud and other critical organizational systems (e.g., Payroll, Time & Attendance, Finance). • Develop and execute complex reports and dashboards (using Oracle Transactional Business Intelligence - OTBI) to support HR, Finance, and leadership data needs. • Develop and manage processes for core record systemization and data audits to ensure accuracy across the employee lifecycle. End-User Support & Training: • Provide advanced tier 2/3 technical support, troubleshooting, and resolving HRIS issues. • Develop and maintain system documentation, user guides, and training materials, particularly for new modules like the employee Self-Service Journey for document uploads and e-signing (e.g., Fitness for Duty forms). • Conduct end-user training sessions for HR staff and employees. Compliance & Audit: • Ensure the HRIS system supports regulatory compliance requirements standard to Human Resources and specific to FQHCs, including management and reporting for I-9s, Credentialing, Payroll and Grant Management. • Handle protected health information (PHI) in a manner consistent with the Health Insurance Portability and Accountability Act of 1996 (HIPAA). • Perform other duties as assigned.

Requirements

  • Knowledge of principles and practices of employee benefit analysis and administration.
  • Knowledge of accounting principles, including reconciliation and adjustment.
  • Proficiency with MS Office Suite (Excel, Word, Outlook) including advanced Excel skill and HRIS database management skill.

  • Associate’s or Bachelor’s degree in IT, Computer Science, or HR. Additional relevant experience may substitute for the education requirement.
  • Minimum of four (4) years of dedicated, hands-on experience configuring and maintaining Oracle HCM Cloud.
  • Demonstrated expertise in at least two of the following Oracle HCM Cloud modules: Core HR, Benefits, Absence Management, Talent Management, or Time and Labor.
  • Proficiency in developing complex reports and dashboards using OTBI and potentially BI Publisher.
  • Strong understanding of HR principles, regulatory requirements, and data privacy standards.
  • Excellent analytical, problem-solving, and project management skills.

Nice To Haves

  • Experience supporting Human Resources services with cross functional teams, preferred.
  • Proficiency with HRIS database systems administration preferred, including data infrastructure support, reporting, inbound/outbound file integration, and product plug ins.
  • Experience working in the healthcare industry, particularly with FQHC operations, compliance, and reporting.
  • Familiarity with systems integration and knowledge of various integration methods (e.g., HDL, HSDL, Fast Formulas).
  • Experience with workforce scheduling, geo-fencing, and time collection processes.
