We are seeking a highly experienced Senior GIS & Data Systems Consultant to provide subject matter expertise, system design, and technical delivery support for complex GIS-based data systems. This role will support public sector and infrastructure-related initiatives, including stormwater, environmental compliance, asset management, and land records systems. The consultant will work on an as-needed basis, partnering with internal teams and external stakeholders to design, enhance, and maintain enterprise-scale GIS, database, and reporting solutions.

Requirements

  • 15+ years of experience in GIS, database, and data systems development
  • Deep expertise with the ESRI GIS platform (Enterprise, web services, field data collection)
  • Strong experience with SQL Server and Oracle database environments
  • Experience with ETL processes, automation, and reporting
  • Proven experience supporting large-scale, multi-stakeholder public sector systems
  • Ability to work independently and provide senior-level technical judgment

Nice To Haves

  • Experience supporting DOT, municipal, or environmental compliance systems
  • Knowledge of NPDES MS4 data and inspection workflows
  • Cloud deployment experience (e.g., Microsoft Azure)
  • Application development experience (.NET, Python, scripting)
  • Certified GIS Professional (GISP)
  • Certified Scrum Master or experience in agile project environments

Responsibilities

  • Serve as a technical subject matter expert (SME) for GIS-enabled data systems, including environmental and infrastructure applications
  • Lead or support database architecture, data modeling, and Extract, Transform, and Load (ETL) procedures design across SQL Server and Oracle environments
  • Design, develop, and maintain ESRI-based GIS applications, including web and cloud deployments
  • Develop and automate data collection, geoprocessing, and reporting workflows
  • Support NPDES MS4, stormwater, and asset management data systems
  • Provide technical oversight and guidance to project teams, including data quality review and system optimization
  • Collaborate with stakeholders to translate business, regulatory, and reporting needs into scalable technical solutions
  • Support legacy system migration, integration, and modernization initiatives
