About The Position

The Agency Administration department of the North Central Texas Council of Governments is searching for a Senior Fiscal Manager. The Senior Fiscal Manager is responsible for overseeing the financial operations of the Workforce Solutions North Central Texas (WSNCT) working with a team of accountants, auditors, and other finance professionals to ensure that all financial transactions are compliant, properly recorded and reported in accordance with government regulations and organizational policies. Other tasks may include developing and implementing new strategies to improve the efficiency or effectiveness of the WSNCT organization’s financial processes. Responsibilities include, but are not limited to, the following: Managing the accounting operations of WSNCT organization including monitoring cash flow and managing accounts payable and receivable. Coordinate the development of the WSNCT budget totaling approximately $140 million. Leading the development of the WSNCT annual financial statements. Providing financial advice and guidance to management regarding long-term planning, budgeting, forecasting future cash flow needs, and identifying potential problems that may arise from changes in regulations or economic conditions. Analyzing current financial trends to identify potential areas of concern that may require further investigation. Preparing and presenting reports for senior executives and board members regarding financial activities within the organization. Coordinating the preparation of annual reports with external auditors as required by law. Managing the organization’s budget by analyzing income and expense trends to help identify areas where costs can be reduced. Reviewing financial statements and other accounting records to identify errors or irregularities that may need to be investigated. Working with external auditors to ensure compliance with laws and regulations. Reviews and maintains records on equipment acquisitions by program staff and/or its subcontractors by reviewing equipment requisitions for both the staff and its subcontractors to determine that funds are available, that proper procurement policy have been followed and that proper permission from the funding agency has been obtained. Supervises personnel by; assisting with the new hire process; monitoring performance appraisal process; interpreting personnel policies for staff; observing and monitoring work tasks; providing feedback to employees; evaluating work performance; assisting employees to correct deficiencies; and implementing disciplinary and termination procedures when necessary.

Requirements

  • Bachelor's degree and a minimum of 5 years of experience in financial management.
  • Knowledge of Generally Accepted Accounting Principles (GAAP) and financial regulations.
  • Experience with budgeting and forecasting.
  • Proficiency in accounting software.
  • Analytical skills
  • Extremely organized and detail-oriented, with the ability to manage multiple projects and quickly react to changing business needs while meeting firm deadlines
  • Ability to work independently and with minimal direction
  • Strong communication skills to articulate persuasively and clearly about WSNCT initiatives.

An additional fifteen percent 15%) is vested for each additional year of employment. An employee becomes fully vested after seven years of employment.
