About The Position

The Senior Financial Analyst II is a specialized finance role responsible for high-level critical accounting and reporting functions including complex grant analysis, budgeting, and regulatory reporting while developing and maintaining advanced analytic solutions that support organizational decision‑making. This position bridges high‑level financial expertise with technical business intelligence skills supporting federal and state grant compliance, driving automation, and strengthening financial reporting across the organization. The Senior Financial Analyst II serves as a subject matter expert for multi‑year grants, forecasting, audit schedules, UDS financial tables, and allocations, along with data integrity and data visualization software responsibilities and FSM financial configuration. The role partners closely with Finance, Accounting, Analytics, and operational leaders to build and maintain data-driven reports and processes that increase efficiency, accuracy, and transparency.

Requirements

  • Bachelor’s degree in Finance, Accounting, Business Administration, or related field.
  • 5+ years of progressive accounting or financial analysis experience, preferably in healthcare, nonprofit, government, or FQHC environments.
  • Strong understanding of GAAP and federal/state grant compliance, including 2 CFR 200 (Uniform Guidance).
  • Demonstrated experience preparing audit workpapers, reconciliations, allocations, and financial statements.
  • Proficiency with financial/ERP systems and advanced Excel/Power Query.
  • Valid Wisconsin Driver’s License required with an acceptable motor vehicle record (MVR), per FHC guidelines.

Nice To Haves

  • Preferred intermediate to advanced Power BI skills (data modeling, automation, paginated/parameterized reporting).
  • Preferred CPA, CMA, CGMA, CHFP, or similar credential, or progression toward certification.
  • Preferred experience with UDS financial reporting and FQHC funding structures.
  • Preferred prior involvement in data warehouse or business intelligence environments.
  • Preferred experience developing or automating financial reporting tools.
  • Preferred Certified Public Accountant (CPA) license awarded by the state of Wisconsin or Certified Healthcare Financial Professional (CHEP) certification awarded by the Healthcare Financial Management Association (HFMA).

Responsibilities

  • Utilizes in-depth knowledge to maintain and configure technical accounting and business intelligence software tools, dashboards, semantic models, capital planning software, applications and databases to ensure effective use and provide informed recommendations to senior leadership to support secure and strategic financial and operational decisions.
  • Applies technical expertise to support journal entry creation, month-end processes, financial allocations, account reconciliations, revenue analysis, decision support processes, financial reporting, and forecasting initiatives across the organization.
  • Delivers software training, technical support, and expert analysis to managers and staff on grant mechanics, reporting structures, and analytic tools to facilitate complex management reporting, forecasting, and decision support activities.
  • Collaborates with operational leaders to gather key financial requirements and assumptions and translates them into technical specifications for data transformations and report automation.
  • Completes and reviews budgets, models, forecasts and associated requirements for financial statements, grants, scenario planning, and audit readiness, while ensuring accuracy and completeness by identifying and addressing errors or anomalies.
  • Consolidates management reports, service line data, and forecasts into organization-standard financial statement formats and calculates financial ratios to support comparative analysis.
  • Develops, reviews, and analyzes comprehensive, periodic financial and operational results, preparing variance explanations to clarify differences between actual performance and planned forecasts.
  • Serves as the point of contact for internal and external audits, providing documentation and supporting audit related activities, including but not limited to schedules, reconciliations, and analytic reviews for grants, allocations and revenue.
  • Develops, produces, and distributes financial and operational reports for executive leadership that enhance transparency, explain variances, promote data-driven decision-making, and supports progress toward financial and quality goals.
  • Identifies opportunities to improve processes, workflows, documentation, and internal controls and implements changes to increase accuracy and operational efficiency.
  • Leads and executes complex financial service projects, program expansion, reimbursement model changes, regulatory reporting and grant reporting packages and documentation aligned with 2 CFR 200 Uniform Guidance, ensuring timely and accurate completion from design through implementation.
  • Maintains working knowledge of data warehouse platforms and modeling tools to aggregate data efficiently and ensure the quality and accuracy of information used in analysis and reporting.
  • Maintains understanding of Generally Accepted Accounting Principles (GAAP) and financial reporting standards along with FASB, IRS, NAIC and other regulatory changes to ensure alignment with project and reporting requirements.
  • Delivers high-quality, timely work in alignment with organizational deadlines and expectations.
  • Prepares clear, detailed documentation to support successful implementation and completion of financial projects and processes.
  • Mentors junior staff and peers to support team development, knowledge transfer, appropriate workload distribution, and the overall effectiveness of the finance function.
  • Oversees delegated financial service, analytic, and full-cycle grant analysis projects to ensure design, execution, delivery, and tracking meet project goals and timelines.
  • Maintains strict adherence to scheduled work hours with regular and reliable attendance.
  • Performs other duties as assigned.
