About The Position

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our team is highly collaborative, and much of our work benefits from in person co creation, relationship building, and hands on partnership with leaders across the organization. We offer flexibility in start and end times while maintaining core business hours for shared availability across the team.   The Engineering and Safety Division, Signals and Communication office is looking for a Senior Engineering Lead. In this role you will provide technical advice to peers and senior management at all levels of the agency and manage multidisciplinary engineering professionals and outsourced contract teams related to works performed on the Metrolinx Owned Subway, Light Rail Transit, and GO Train Transit Networks and manage risk-based asset management programs for Signalling and Train Control assets during all phases of the asset lifecycle. You will be responsible for the development and compliance of technical and Asset Management standards, specifications, and review technical gaps in the engineering management of projects and work with project delivery teams and maintenance delivery teams to ensure those issues are mitigated.

Requirements

  • Completion of a University Degree in Engineering and rail sector or related industry experience, or a combination of education, training and experience deemed equivalent.
  • Demonstrated experience in Signaling disciplines or a combination of design, development, delivery, testing and commissioning, operations, and maintenance of comparable railway systems in a comparable role.
  • Proficient in change and risk management and assessment initiatives to be able to support the team and make timely decisions to manage cost, schedule and reputational risk and address issues.
  • Proficient in the Signaling and Train Control engineering discipline to be able to serve as subject matter expert (SME) representative in the Signaling asset class discipline designation.
  • Knowledgeable in whole-life cost (WLC) modeling processes and methods and able to support the translation of asset strategies into planned actions to achieve levels of service objectives and requirements.
  • Knowledge of railway signaling infrastructure and related construction projects.
  • Hold a valid driver’s license and be able to operate a vehicle to travel to sites as required.

Nice To Haves

  • Working knowledge of signaling and train control system in Eglinton Crosstown LRT, Finch West LRT, TTC Line 1 Automatic Train Control, and/or GO Train Transit would be an asset.
  • Knowledge with railway application standards of Canadian Railway Operating Rules (CROR), Transport Canada Rail Transportation, AREMA, CENELEC, IEC, IEEE, and/or NFPA would be an asset.
  • Knowledge with Communications Based Train Control (CBTC), Enhanced Train Control (ETC), and/or Positive Train Control (PTC) Systems would be an asset.
  • Experience in Safety in Design (SiD), Interdisciplinary Design Review (IDR) and System Engineering (SE) processes and principles will be an asset.
  • P.Eng. designation will be an asset.

Responsibilities

  • Act as the Signals & Communications (S&C) technical authority supporting asset management across Metrolinx Owned Rail Network including subway, light rail transit (LRT), and GO Train transit.
  • Participate in technical reviews of design, development, construction, testing, and commissioning deliverables to confirm compliance with Project Agreement (PA) and Metrolinx standards. Provide subject matter expert (SME) sign-off and technical acceptance required to support System Review Panels (SRP), Operational Readiness Panels (ORP), and Metrolinx Safety Certification Committee (MSCC).
  • Participate in the development and support in the development of technical standards, design manual, code of practices, and acceptance criteria for the Metrolinx signals and train control asset class, working with other agency divisions, commercial and delivery teams, external industry stakeholders and regulars.
  • Reviews and evaluates deviations to standards and technical requirements, providing proposals for consideration and review for the asset class, and compliance with agency processes for deviations to the requisite standards, safety case development and risk management controls.
  • Support the S&C Director/Senior Manager and the relevant teams to execute the asset management strategy to ensure safety, reliability, availability, and cost-effectiveness on the Metrolinx signals and train control asset class across the asset lifecycle
