POSITION SUMMARY This position provides executive leadership for Banner Health’s enterprise technology governance structure, ensuring that digital, data, analytics, and IT Foundation initiatives are evaluated, prioritized, and advanced through a transparent, consistent, and strategically aligned governance framework. This role is responsible for leading the end-to-end governance lifecycle including intake, demand management, business case development, prioritization, portfolio alignment, executive review, and ongoing oversight of approved strategic investments. This role establishes and matures governance standards, processes, and operating models across the technology organization, ensuring accountability, transparency, and alignment to enterprise strategic objectives. Leads a team of governance professionals, supports executive leaders in driving organizational priorities, and enables a consistent and scalable approach to technology decision-making across Banner Health.

Requirements

  • Bachelor’s degree in Information Technology, Business Administration, Healthcare Administration, Computer Science, or a related field is required, or an equivalent combination of education and professional experience.
  • A minimum of ten years of progressively responsible experience in technology governance, enterprise portfolio management, technology strategy, or large-scale program oversight within a complex, multi-operational organization.
  • Must demonstrate expert-level knowledge of enterprise technology governance frameworks, intake and demand management processes, business case evaluation, and structured decision-making models.
  • Experience facilitating senior leadership forums, driving cross-functional collaboration, and advancing technology investments through formal governance structures is essential.
  • Strong financial acumen is required, including the ability to interpret and develop multi-year investment plans, evaluate capital and operating impacts, and collaborate effectively with finance leaders.
  • The role requires exceptional communication and executive facilitation skills; proven success navigating complex organizational landscapes; and the ability to manage ambiguity, build consensus, and influence decision-making at the highest levels.
  • Must also demonstrate experience managing vendor relationships, overseeing governance tools or platforms, and leading teams of governance or strategic planning professionals.
  • Proficiency with Microsoft 365 and modern collaboration tools.

Nice To Haves

  • Master’s degree in Business, Healthcare Administration, Information Systems, Public Health, or a related field is strongly preferred.
  • Advanced certifications such as Project Management Professional (PMP), Certified Information Security Manager (CISM), ITIL certification, PMI-ACP, Lean Six Sigma, or comparable credentials are highly desirable and reflect the professional maturity expected in this role.
  • At least three years of leadership experience in a healthcare system or similarly regulated industry is highly preferred.
  • Experience implementing or optimizing enterprise governance frameworks, integrating portfolio management tools, or developing cross-functional investment prioritization models.
  • Experience partnering with senior technology, digital, and analytics leaders to shape strategic investment plans, evaluate emerging technologies, and guide enterprise technology alignment decisions.
  • Healthcare experience, including familiarity with regulatory, security, privacy, and compliance considerations, is especially valuable.
  • Additional education or leadership development in strategic planning, organizational change, enterprise risk management, and value realization frameworks is beneficial and reinforces the capabilities required for success in this role.

Responsibilities

  • Develops, manages, and optimizes the governance operating budget, ensuring alignment with corporate financial goals and technology strategy. Oversees vendor relationships for governance tools, portfolio management systems, and related consulting services. Partners with Finance to ensure business case financials including operating/capital projections, ROI, TCO, and multi-year portfolio impacts are accurate and standardized across submissions. Monitors governance-related expenses, ensuring strong financial stewardship and transparency.
  • Articulates the governance strategy and operating model across Digital, Data & Analytics, and IT Foundation teams, ensuring clarity of roles, responsibilities, and decision-making pathways. Translates governance principles into actionable processes, policies, templates, and playbooks that mature Banner’s technology investment discipline. Drives enterprise-wide adoption of governance standards through communication, education, and change management.
  • Plans, manages, and facilitates cross-functional governance forums, steering committees, and executive-level councils. Prepares strategic investment materials, business case summaries, dashboards, and executive briefings for senior leadership and Board-level committees. Ensures governance forums operate with clarity, consistency, and efficiency driving timely escalation, prioritization, and decision-making. Maintains structured oversight and lifecycle monitoring of strategic technology investments, ensuring accountability to approved scope, value, and outcomes.
  • Ensures accurate and timely decision-making inputs, maintains structured governance artifacts, and drives disciplined evaluation of technology investments based on strategic alignment, financial justification, risk, and enterprise value. Serves as the primary liaison between technology leadership, operational leaders, finance partners, and governance committees, providing executive-ready materials, analyses, and recommendations that enable informed technology investment decisions.
  • Defines KPIs, scorecards, and reporting mechanisms that measure governance effectiveness, portfolio maturity, decision cycle time, and strategic alignment. Provides ongoing transparency into technology investments through dashboards, governance summaries, risk reports, prioritization rankings, and portfolio analytics. Ensures governance decisions, rationales, and actions are documented, traceable, and communicated to all relevant stakeholders.
  • Engages business staff and leaders throughout company to facilitate business case development, intake processes, and governance review cycles. Partners with business owners, technology leaders, and finance teams to develop clear, complete, standardized business cases including strategic intent, financial analysis, risk profiles, and measurable outcomes. Ensures cross-functional alignment between intake teams, project managers, portfolio leaders, and subcommittee chairs to maintain governance flow and accuracy. Supports leaders in strengthening submissions and refining investment proposals based on strategic criteria.
  • Oversees the creation, maintenance, and continuous improvement of governance policies, processes, charters, and decision frameworks. Ensures governance activities align with organizational priorities, technology strategy, regulatory requirements, and risk thresholds. Works at a peer level with senior technology executives to enable consistent evaluation and prioritization of enterprise-wide initiatives. Leads the development and maturity of governance capabilities, tools, and operating rhythms across the technology organization.
  • Supports technology leadership in driving strategic priorities, communications, and initiatives that advance organizational effectiveness and execution of the technology strategy.
  • Has oversight of digital programs, clinical and non-clinical applications, infrastructure modernization, cybersecurity investments, data and analytics initiatives, enterprise platforms, vendor solutions, and innovation pilots.
