About The Position

The Senior Director of System Ambulatory Pharmacy Services provides executive leadership for the enterprise integration of retail, specialty, infusion, patient access, and medication therapy management (MTM) services across the University of Maryland Medical System (UMMS). This role is crucial in ensuring that every patient receiving care through UMMS has equitable, seamless, and affordable access to pharmaceutical care, regardless of the setting or complexity. The Senior Director is responsible for developing a unified ambulatory pharmacy strategy that promotes operational consistency, financial sustainability, and regulatory compliance, while also positioning UMMS as a leader in innovation and patient-centered care. This includes standardizing workflows and metrics across all sites, strengthening payer partnerships, driving market growth, and embedding pharmacy into value-based care initiatives. As a forward-looking executive, the Senior Director must anticipate and respond quickly to changing regulations, reimbursement models, and market opportunities, ensuring UMMS maintains resilience and competitive advantage. Requirements

  • Doctor of Pharmacy (PharmD) degree.
  • Active licensure (or eligibility) as a pharmacist in the State of Maryland.
  • Completion of PGY1 residency or equivalent experience.
  • Advanced degree (MBA, MHA, MPH, or MS) or actively in progress.
  • Minimum of 7 years of progressive pharmacy leadership experience, including 3–5 years in enterprise, multi-site, or system-level leadership roles.
  • Demonstrated experience in specialty accreditation, infusion program growth, retail strategy, payer contracting, and patient access.
  • Proven financial management skills, including P&L ownership, budget development, and ROI analysis.
  • Experience collaborating with executives, payers, and partners to improve patient access and outcomes.

Nice To Haves

  • PGY2 residency in Health-System Pharmacy Administration and Leadership (HSPAL) or equivalent executive experience.
  • Prior involvement in research, publications, or presentations at regional or national levels.

Responsibilities

  • Provide overall strategic and operational leadership for system-wide ambulatory pharmacy services, including retail, specialty, infusion, MTM, and patient access programs.
  • Ensure that all UMMS patients and employees have seamless, equitable access to ambulatory pharmacy services across the system.
  • Expand service locations strategically to address disparities and ensure access in underserved and vulnerable communities.
  • Assess and design a retail pharmacy growth plan for UMMS, including new locations, acquisitions, and innovative care models.
  • Develop and implement strategies that integrate retail, specialty, infusion, and MTM programs into a unified continuum of care.
  • Ensure the short- and long-term success of the UMMS Logistics Center central fill operation, supporting retail and specialty pharmacy growth.
  • Oversee payer contracting, reimbursement strategies, and network inclusion to optimize market positioning and patient affordability.
  • Lead accreditation and compliance efforts for specialty and infusion services (URAC, ACHC, Joint Commission).
  • Develop and monitor advanced performance metrics for patient access, outcomes, financial sustainability, and equity impact.
  • Sponsor research and applied studies demonstrating the value of UMMS ambulatory pharmacies compared to large commercial competitors.
  • Ensure compliance with federal and state laws, USP <797>/<800>, HIPAA, and accreditation standards.
  • Collaborate with revenue cycle, managed care, and finance teams to align contracting, reimbursement, and 340B opportunities with ambulatory strategy.
  • Provide executive-level reporting, including dashboards and variance analyses, to the Chief Pharmacy Officer, senior leadership, and UMMS board as required.
  • Recruit, mentor, and develop leaders and staff across all ambulatory pharmacy programs.
  • Foster a culture of equity, innovation, accountability, and patient-centered excellence across the ambulatory enterprise.
  • Perform all other duties as assigned.
