About The Position

NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service. DOF's Finance Information Technology (FIT) Division designs, builds, and supports all facets of DOF’s computer systems, including hardware, software, applications, infrastructure, telephone, and data security. FIT delivers and administers tax-related payment programs for the City of New York by providing the information technology solutions needed to achieve its mission of collecting revenue while ensuring an efficient and improved customer experience. FIT is also responsible for the systems and websites which enable citywide payments, land records, property assessment, parking adjudications, customer service, and the Sheriff’s public safety work. The Property Tax Systems Unit is responsible for the performance and reliability of the largest tax revenue stream in the city, collecting approximately $47 billion. FIT is seeking a seasoned, highly articulate technology leader to serve as the Senior Director of Property Tax System (PTS) Development and Support, responsible for driving the design, configuration, coding, and implementation of complex, secure enterprise solutions that underpin one of the City's most critical revenue systems. This executive will set and enforce technical standards, mentor development and support teams, and ensure the delivery of high quality, scalable software that meets the needs of both the agency and the public. Reporting directly to the Chief Technology Officer, the Senior Director will work in close partnership with the Solutions Delivery Office to bridge business strategy and technical execution. The role requires deep expertise in system architecture, CI/CD engineering, and enterprise-grade software delivery, along with the ability to manage vendors, guide cross-functional teams, and oversee mission-critical project deliverables. The successful candidate will bring extensive hands-on experience across all phases of the Software Development Lifecycle (SDLC) and a proven track record leading teams that deliver COTS, low-code, and custom-built solutions at scale. This is a high-impact leadership opportunity as the City's property tax system generates more than $38 billion annually to fund essential municipal services. The Senior Director will play a pivotal role in modernizing and safeguarding the technology that supports this revenue stream, applying their technical expertise and leadership to serve New Yorkers and strengthen the City's financial foundation.

1. A master's degree in computer science from an accredited college or university and three (3) years of progressively more responsible, full-time, satisfactory experience in Information Technology (IT) including applications development, systems development, data communications and networking, database administration, data processing, or user services. At least eighteen (18) months of this experience must have been in an administrative, managerial or executive capacity in the areas of applications development, systems development, data communications and networking, database administration, data processing or in the supervision of staff performing these duties; or
2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
3. A four-year high school diploma or its educational equivalent, and six (6) years of progressively more responsible, full-time, satisfactory experience as described in "1" above; or
4. A satisfactory combination of education and experience equivalent to "1", "2" or "3" above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in "1" above, including the eighteen (18) months of administrative, managerial, executive or supervisory experience as described in "1" above. In the absence of a baccalaureate degree, undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However, undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative, managerial, executive, or supervisory capacity as described in "1" above.

Responsibilities

Provide strong and visionary technical leadership to our vendor (Tyler Technology) consultants and staff technologists engaged in coding and configuring of iasWorld's tax administration software to develop scalable, secure solutions designed to meet the needs of our business stakeholders and customers.
Collaborate with Architects, the Solutions Delivery Office, UX Designer, and other technologists to align with long-term, Enterprise IT strategies, translate business requirements into technical specifications, and design scalable, efficient applications flexibly using COTS, low code, or custom code approach as appropriate.
Review existing system functionality and business processes to identify gaps, inefficiencies, and modernization opportunities, then develop a comprehensive long-term roadmap that guides continuous, incremental system enhancement and ensures the platform evolves in alignment with organizational priorities and future business needs.
Evaluate all legacy property tax applications and underlying data assets to determine the most effective modernization pathway and develop a strategic migration roadmap that transitions these systems to a modern, secure, and scalable application infrastructure whether deployed on premises, in a distributed environment, or in the cloud.
Maintain a disciplined and predictable change-management rhythm that strengthens security, stability, and operational performance, ensuring all updates and deployments remain closely aligned with the vendor's scheduled patching cycles and recommended maintenance windows.
Lead a hybrid team of consultants and internal technologists through all phases of solution design and development, ensuring high quality delivery by directing technical approaches, reducing technical debt, conducting thorough code reviews, enforcing rigorous unit testing standards, and providing ongoing mentorship and best practice guidance to junior developers.
Manage vendor partners with close oversight to ensure all contracted deliverables are met on schedule, within budget, and in full compliance with established Service Level Agreements, while upholding rigorous quality standards throughout the engagement.
Partner with the Quality Assurance and Automated Testing teams to plan and execute regression and User Acceptance Testing that ensures high quality, reliable deployments, while also overseeing project management activities for all minor enhancements and defect remediation to maintain steady, well governed delivery.
Provide expert support to users and technologists by leading the isolation and resolution of software issues, conducting thorough root cause analysis, and presenting clear solution options and informed recommendations to restore system stability and prevent recurrence.
Evaluate emerging technologies and AI capabilities, recommend forward looking solutions, and strengthen the organization's adoption of modern IT by promoting effective use of systems through targeted education, training, and knowledge sharing.
