The Mission ROC is looking for a Senior Business Development Representative to spearhead our expansion into the domestic law enforcement sector. This isn’t just a sales role; it is a technical leadership position. You will bridge the gap between complex forensic science and cutting-edge identification technology. Your goal is to position ROC as the premier choice for Federal, State, and Local agencies seeking the next generation of Automated Fingerprint Identification Systems (AFIS). The Role The ideal candidate is a unique hybrid: a seasoned Latent Fingerprint Examiner who has transitioned into a strategic business development powerhouse. You understand the "language of the lab" and the "language of the procurement office." You will leverage your technical credibility to navigate the long-term sales cycles of government agencies, ensuring our solutions meet the rigorous operational standards of forensic experts.

Requirements

  • Forensic Expertise: Demonstrated experience as a Latent Fingerprint Examiner. You must have a deep understanding of the ACE-V methodology and the technical requirements for latent-to-tenprint matching.
  • Government Sales Track Record: 5+ years of experience in business development or technical sales within the Public Safety/Government sector.
  • AFIS Knowledge: Intimate familiarity with the operational considerations of domestic AFIS/ABIS systems, including workflow integration and data migration.
  • Communication: Ability to translate high-level technical specifications into value-driven narratives for non-technical stakeholders.
  • Understanding of NIST/ANSI standards and CJIS security policies.
  • Knowledge of hardware requirements for high-resolution forensic capture.
  • Ability to navigate the complex funding landscapes of government grants and budget cycles.

Nice To Haves

  • Industry Presence: Active involvement in forensic or law enforcement associations (e.g., IAI, ASCLD, ) is highly preferred.

Responsibilities

  • Market Strategy: Develop and execute a comprehensive growth plan for the domestic AFIS market, targeting FSL (Federal, State, Local) law enforcement agencies.
  • Technical Advocacy: Act as a subject matter expert (SME) during product demonstrations, explaining the nuances of ridge detail, minutiae extraction, and latent print enhancement within the ROC ecosystem.
  • Relationship Management: Cultivate deep-rooted relationships with Crime Lab Directors, Chief Information Officers, and Procurement Officers.
  • RFP Leadership: Lead the technical response for RFIs and RFPs, ensuring that ROC’s proposals address real-world operational pain points (e.g., interoperability, NIST standards, and CJIS compliance).
  • Competitive Intelligence: Monitor the landscape of legacy AFIS providers to identify market gaps where ROC’s modern architecture can provide a superior tactical advantage.
