Serves as project leader on highly complex projects while independently planning, developing, and implementing techniques for gathering and interpreting data. Analyzes issues/problems and recommends new procedures and techniques to improve the supported application systems. Serves as a primary support for scheduled and remedial maintenance to the assigned applications. Keeps abreast of new developments in the information technology field by continuing education through online training platforms, meetings, training sessions, seminars, and conferences to increase familiarity with and remain current on products, vendors, techniques, and procedures. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Requirements

  • Requires knowledge, skill, and mental development equivalent to four (4) years college with course work in computer science or directly related fields.
  • Requires three (3) years of professional experience in Application Services or a related Information Technology field.
  • Requires three (3) years of professional experience in Application Development utilizing C#, Visual Studio, .Net, Entity Framework, SQL Server, Microsoft Azure, and Azure DevOps, including building, enhancing, and maintain enterprise applications that adhere to established design and security standards.
  • Requires three (3) years of professional experience conducting highly complex research, system installations, configurations, testing, and implementation of enterprise-wide solutions, ensuring alignment with organizational architecture and operational objectives.
  • Requires three (3) years of professional experience analyzing system specifications and design logic to develop, test, debug, and deploy C# code with .net and Visual Studio to Azure DevOps, ensuring accuracy, maintainability, and compliance with SDLC requirements.

  • Requires employment authorization to accept permanent full-time position with State of Illinois.

  • Extensive knowledge of feasibility study methodologies, system conversion strategies, and analytical techniques used to evaluate system enhancements and recommend innovative, scalable, and secure technology solutions.
  • Ability to analyze data logically, apply sound professional judgement, and resolve complex operational or procedural issues through effective evaluation, problem-solving, and decision-making techniques.
  • Ability to develop and deliver clear, concise, and engaging presentations to diverse audiences, including technical staff, leadership, stakeholders, and end users.
  • Demonstrated verbal and written communication skills, with the ability to convey complex technical concepts, prepare high‑quality technical documentation, and collaborate effectively with multidisciplinary teams.
