About The Position

KBR’s National Security Solutions team provides high-end engineering and advanced technology solutions to our customers in the intelligence and national security communities. In this position, your work will have a profound impact on the country’s most critical role – protecting our national security. KBR is seeking a highly experienced Senior Defense Weapon System Acquisition SME to lead a dedicated proposal evaluation team for the Armament Directorate’s Agile Weapons Division, which is responsible for acquiring and sustaining advanced air-to-ground and hypersonic weapon systems. In this senior-level role, you will guide a multidisciplinary team in evaluating prime contractor proposals for both competitive source selections and sole-source acquisitions. The selected candidate will provide independent technical, programmatic, and business assessments of complex defense proposals and advise senior government acquisition leaders on critical decisions that shape the future of advanced strike capabilities.

Requirements

  • Active Top Secret clearance with SCI eligibility (required).
  • Bachelor’s degree in Engineering, Systems Engineering, Business, Finance, Acquisition, or related field.
  • Minimum 15 years of relevant experience supporting defense acquisition, aerospace/defense programs, or major defense proposals.
  • Demonstrated experience developing, analyzing, or evaluating contractor proposals for defense programs.
  • Experience in one or more of the following areas: Defense program management Weapon system engineering or technical development Defense contracting or acquisition management Cost/price analysis or proposal pricing
  • Experience supporting or interacting with DoW System Program Offices, acquisition programs, or source selection activities.
  • Strong understanding of weapon system development, production, and sustainment lifecycles.
  • Demonstrated experience leading cross-functional technical and business evaluation teams.
  • Ability to analyze large and complex proposal submissions and synthesize findings into clear recommendations for senior acquisition leaders.
  • Strong familiarity with DoW acquisition processes, FAR/DFARS, and source selection procedures.
  • Excellent written and verbal communication skills with the ability to brief senior government leadership.

  • Experience evaluating cost volumes, pricing strategies, and cost realism in large defense proposals.

Responsibilities

  • Lead proposal evaluation team supporting the System Program Office during competitive source selections and sole-source acquisition actions.
  • Conduct comprehensive technical, cost/price, schedule, and risk evaluations of industry proposals related to advanced weapons systems.
  • Evaluate contractor approaches for development, integration, production, modification, and sustainment of long-range and hypersonic air-to-ground weapons.
  • Review and assess proposal volumes including: Technical approaches Manufacturing and production strategies Program schedules and execution plans Cost/price volumes and pricing rationale Industrial base and supply chain strategies Risk management and mitigation approaches
  • Provide independent assessments and recommendations to senior government acquisition leadership.
  • Coordinate evaluation activities across engineering, program management, logistics, manufacturing, cost analysis, and contracting disciplines.
  • Lead development of evaluation reports, acquisition documentation, and executive-level briefings supporting acquisition decisions.
  • Critically assess contractor assumptions, technical claims, and pricing approaches to identify execution risks and potential weaknesses in proposals.
  • Evaluate manufacturing readiness, industrial base capacity, and supply chain risks associated with proposed weapon system solutions.
  • Support contracting teams in evaluating cost realism, price reasonableness, and pricing strategies for large defense proposals.
  • Ensure evaluations comply with Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), and DoW source selection procedures.
  • Provide Senior-level guidance on strategy, resource allocation, risk management, and stakeholder communication to effectively navigate the Department of Defense Planning, Programming, Budgeting, and execution process for weapons systems programs
  • Educate and directly provide advanced decision analysis to Materiel Leaders, Branch Chiefs, and Program Managers throughout the organization, including Program Management, execution, finance, and contracting
  • Deliver SME-level policy analysis and education, ensuring Program Managers and leaders throughout the organization are apprised of new policies, regulations, and statutory requirements for means and methods affecting program design and execution
  • Develop Acquisition Strategies to deliver weapon systems to meet US and Partner Nation warfighter requirements
  • Develop and implement Program Management and Systems Engineering processes and data integration techniques to increase effectiveness and efficiency of SPO operations
  • Provide contract strategies and designs for Procurement Contracting Officer consideration
  • Assist in the development of system cost estimates through identification and phasing of work required to meet warfighter needs, developing and reviewing assumptions, and translating program needs to the cost estimation team
