Requirements

  • Knowledge of state procurement laws and rules.
  • Skilled in the use of computer based spreadsheets, databases, and word processing applications.
  • Skilled in reviewing documents for accuracy and completeness.
  • Skilled in problem solving techniques.
  • Skilled in contract negotiation techniques.
  • Ability to interpret laws, rules, procedures, and practices related to procurement of contractual services and commodities.
  • Ability to plan, develop, and coordinate the procurement of complex projects for contractual services and/ or commodities.
  • Ability to communicate effectively and appropriately both verbally and in writing.
  • Ability to work independently, plan, organize and prioritize assignments.
  • Ability to establish and maintain effective working relationships.
  • Ability to research, analyze data and produce reports.
  • This position will be required to respond before, during, and following emergency situations.
  • Five years of professional experience or 1 year of professional experience and a Bachelor’s Degree from an accredited college or university. OR FCCN plus 2 years (public) procurement experience. Professional or Non Professional experience as described above can substitute on a year for year basis for required college education.

Responsibilities

  • Reviews the Negotiations Preparation Checklist prior to initiating negotiations.
  • Reviews, evaluates and analyzes consultant audit package submittals.
  • Schedules, plans and conducts contract fee negotiation meetings.
  • Audits fee proposals and performs cost analysis for reasonableness and compliance.
  • Prepares meetings for complex projects.
  • Prepares complex consultant agreements, complex contract amendments (including supplemental amendments, time extensions, changes in scope of service, certification of completion) and task works orders (if required) in accordance to procedure and guidelines.
  • Ensures that the necessary contract terms and language are included and the appropriate method of compensation is utilized.
  • Ensures proper budget is available and secure funds commitment/ approval prior to execution of the contract document.
  • Prepare project schedules and review procurement activities as necessary.
  • Provide guidance to Department personnel concerning established procurement processes and policies.
  • Prepare contracts for advertisement and ensure compliance with applicable procedures.
  • Review Letters of Response and Technical Proposals for responsiveness and verify/ confirm consultant meets minimum qualification requirements.
  • Develop the Request for Proposal (RFP) package and issues the RFP to the shortlisted firms as required.
  • Review Technical Review Committee (TRC) written recommendations to the selection committee.
  • Prepare longlist, shortlist and final selection packages for use by the Selection Committee.
  • Properly notice shortlist and/ or final ranking.
  • Meet with consultants as necessary to address award questions.
  • Oversee and coordinate the tracking and reporting of procurement actions needed to achieve scheduled and unscheduled Design Build commitments within required deadlines.
  • Ensure that the review and approval of procurement related information by Central Office, such as planned advertisements, formal advertisements, request for proposal (RFP’s), addenda, Technical Review Committee (TRC) makeup, etc. occurs prior to its release.
  • Ensure that Memo funds approval is obtained prior to Design Build formal advertisement.
  • Oversee the coordination of Design Build procurement related meetings such as preproposals, Alternative Technical Concept (ATC), Technical Advisor Presentation, Page Turn, Question and Answer Session, Selection committee, etc. as required.
  • Review and confirm the responsiveness of Design Build Firms’ submittals as it pertains to Expanded Letter of Interest (ELOI), Technical Proposals, and Price Proposals.
  • Reviews technical proposals, ensuring all proposals are responsive and meet requirements of the RFP.
  • Distributes proposals to the Technical Review Committee in a timely manner.
  • Prepares evaluation criteria and distributes to the Technical Review Committee for evaluation of the short listed firms.
  • Prepares all documentation to be presented to the Selection Committee for the selection of the design-build contracts.
  • Posts award and/or selection results on the Contracts Administration website.
  • Compiles all acquisitions/ contractual information in accordance with all applicable laws, rules, regulations, and procedures to prepare and execute all design- build contracts.
  • Communicates with the contracting community effectively, both verbally and in writing.
  • Performs quality assurance/ quality control throughout the entire design build process and on all contractual documents.
  • Ensures all project files are maintained and kept up to date throughout the life of the contracts in a manner that provides a clear and thorough audit trail.
  • Assists other contract administrators in the acquisition process, selection/ award process, and with all other aspects of District Contracts including preparation of contractual documents including but not limited to bid and award, asset maintenance, fast response, construction manager at risk, and emergency contracts.
  • Schedule conference facilities and represent the Procurement unit in conducting Scope of Services Meetings, Oral interviews and Oral presentations for Professional Services contracts.
  • Schedule and facilitate public meetings as required.
  • Coordinate and schedule debriefing meetings as needed/ requested.
  • Enters all required data into the Consultant Invoice Transmittal System (CITS) in an accurate and timely manner.
  • Enters and maintains required information in the Florida Department of Transportation Florida Accountability Contract Tracking System (FDOT FACTS).
