About The Position

The Senior Civil Engineer serves in a leadership capacity within the civil engineering functional labor category to support the Division of Energy and Mineral Development (DEMD). This role provides high-level technical expertise in applying civil engineering methodologies and principles primarily to renewable energy projects on Indian lands while providing day-to-day direction to technical personnel. ESSENTIAL FUNCTIONS AND RESPONSIBILITIES Technical Leadership: Serves as a leadership position within the functional labor category and is responsible for the day-to-day direction of technical work as required by specific work orders. Supervisory Oversight: Performs task production management responsibilities, reporting directly to the On-Site Lead and Project Manager. Renewable Energy Advisory: Furnishes guidance in the conservation and development of renewable energy resources and provides technical support regarding civil engineering issues to the Government. Program Support: Provides technical advice and support to tribal renewable energy development programs. Feasibility Evaluation: Evaluates the feasibility of planned projects from multiple perspectives, including financial feasibility, technical viability, operational viability, and practicality. Liaison Duties: Serves as a technical specialist and liaison between Indian tribes, government agencies, and commercial contractors on engineering projects involving architectural and civil engineering methods. Technical Assistance: Provides technical input for the procurement of necessary software or hardware related to civil engineering tasks. Requirements

  • Broad Technical Expertise: Possesses comprehensive knowledge of renewable energy technologies, including photovoltaics, concentrating solar thermal, wind, geothermal, liquid fuels (ethanol, biodiesel), power production, biomass resource harvesting, and co-generation.
  • Civil Engineering Application: Mastery of techniques, theory precepts, and practices in the civil engineering field and related sciences.
  • Analytical Skills: Ability to utilize architectural engineering methodologies and principles as they apply to renewable energy projects.
  • Leadership & Communication: Demonstrated ability to provide specific technical direction and clear guidance to a team of technical personnel.
  • S. in Civil Engineering from an ABET-accredited program (or equivalent) consistent with the Civil Engineer baseline role.
  • 7-10 years of progressively responsible civil engineering experience, including planning, design support, and/or construction/field execution.
  • Demonstrated technical leadership (for example, leading task teams, serving as technical lead, or providing day-to-day direction to other technical personnel).
  • Proven experience delivering feasibility evaluations that cover technical, financial, operational, and practical viability, and translating findings into clear recommendations.
  • Experience working as a liaison across stakeholders (tribal entities, federal/state agencies, and commercial contractors), including briefing technical issues to non-technical audiences.
  • Hands-on experience supporting renewable energy or energy-related infrastructure (for example, civil/site works for solar, wind, geothermal, biomass, interconnection, access roads, drainage, grading, foundations, or utility coordination), aligning with the role’s focus.
  • Experience producing and reviewing technical deliverables (engineering memos, scopes of work, design reviews, cost inputs, field reports, and presentations), with a quality mindset suitable for Government advisory support.
  • Must maintain a valid Driver’s License and be insurable under the company insurance program.
  • A Public Trust clearance is required for this position. A minimum background investigation (NACI) is required for access to DOI facilities and information systems.

Nice To Haves

  • S. in Civil Engineering (or closely related field such as environmental, water resources, construction, or structural engineering) preferred for senior-level technical authority.
  • Professional Engineer (P.E.) license (any U.S. state/territory) strongly preferred for senior leadership and sign-off credibility on engineering analyses and recommendations supporting complex projects.
