Under the direction of the Texas Civil Commitment Office (TCCO), the Program Specialist IV Senior Case Manager performs complex (journey-level) consultative and technical assistance work regarding the provision of case management and related services to sexually violent predators (SVPs) civilly committed under Chapter 841 of the Texas Health and Safety Code. Conducts monitoring and surveillance through the global positioning satellite/electronic monitoring system. Coordinates services for SVP clients and enforces the terms and conditions of civil commitment. Serves as liaison with multiple agencies to coordinate regarding the treatment and supervision of SVP clients. Continuously researches and develops resources to meet the client’s needs. The Senior Case Manager provides supervision and case management services to civilly committed SVPs. Assists the Unit Supervisor and Director of Case Management Services in auditing client files and reviewing compliance with TCCO policy and procedure requirements. Provides training to TCCO staff and contractors during new hire training, in-service training and ad hoc training. Observes, monitors, and evaluates employee interaction with SVPs and contracted service providers. Assists in developing agency goals, guidelines, and policies and procedures. Ensures civil commitment work is performed in accordance with laws, policies, and procedures and makes recommendations to improve operations. Monitors multiple databases to ensure accurate employee data entry. May be assigned to work in a confined treatment facility. Work is performed under general supervision with moderate latitude for the use of initiative and independent judgment. Maintains 24 hour/day, 7 day/week availability to ensure optimal supervision and action regarding monitoring of SVPs. Performs other duties as assigned.
