About The Position

The Senior Buyer is responsible for managing complex sourcing and procurement activities related to the acquisition of Technology hardware, software, and services. This role leads end to end sourcing initiatives, develops and administers complex contracts and amendments, manages supplier and internal stakeholder relationships, and ensures all procurement documentation and transactions meet Oncor, Audit, and Sarbanes Oxley Act (SOX) compliance requirements. As a senior member of the Technology Sourcing team, this role drives continuous process improvements and provides training and mentorship to less experienced Buyers. The role works closely with Technology leadership, Governance and Supplier Relations teams, Legal, Internal Audit, and functional stakeholders as required. This role is based out of the Downtown Dallas Corporate Office and requires onsite work 4 or more days per week.

Requirements

  • High School diploma, GED, or equivalent is required.
  • 6 or more years of sourcing experience is required, preferably in the technology (hardware, software, and services) space.
  • Excellent written and verbal communication skills.
  • Demonstrated experience managing the end-to-end sourcing lifecycle for initiatives of intermediate to advanced complexity.
  • Strong supplier performance and relationship management skills.
  • Intermediate to advanced proficiency in Microsoft Word, Microsoft Excel, and Microsoft PowerPoint.
  • Ability to build agreement and positively influence team outcomes.
  • Ability to manage confidential and sensitive information appropriately.
  • Strong negotiation and persuasion skills.

Responsibilities

  • Perform all essential functions and other job-related duties as assigned.
  • Manage procurement transactions related to the acquisition of Technology hardware, software, and services that may be moderately to highly complex in nature.
  • Manage end-to-end supplier sourcing process for the acquisition of Technology hardware, software, and services for Technology suppliers. These responsibilities include development of RFx events, submittal vendor calls, response evaluation and scoring, and supplier negotiations.
  • Participate in Technology Sourcing initiatives and cross functional teams as the senior lead on sourcing initiatives.
  • Lead contract development and execution processes for complex agreements, including terms and conditions, performance measures, insurance requirements, and coordination of internal reviews with Technology leadership, Legal, Internal Audit, and SOX stakeholders.
  • Track contract expirations and communicate status and required actions to Technology and functional stakeholders prior to contract expiration.
  • Manage moderately complex to complex contract compliance activities such as pricing, insurance coverage, performance management, and change control activities.
  • Review and respond to supplier inquiries forwarded by internal stakeholders and ensure timely responses.
  • Manage supplier relationships for assigned Technology suppliers.
  • Maintain electronic contract files in accordance with documentation standards including scanning and indexing of documentation.
  • Review and audit contract files to ensure documentation is accurate, complete, and compliant.
  • In coordination with management, lead process reviews and reengineer sourcing and procurement processes to deliver efficient and cost-effective solutions.
  • Support and promote Oncor supplier diversity initiatives and participate in the development of diverse suppliers.
  • Incorporate safety into daily work practices and decision making.
  • Provide training and mentorship to less senior and less experienced Technology Sourcing team members.
  • Develop and maintain product, industry, and market knowledge relevant to Technology sourcing.
