About The Position

In this role, you will serve as the Senior Business Process Specialist responsible for leading the development of a modernized performance process, including the governance model, measurement rules, and indicator strategy. Acting as a neutral convener across stakeholders, you will facilitate decision focused working sessions, produce leadership ready decision memos, and translate agreed policies and process decisions into outcome-based capability requirements. You will partner closely with the current process owner to ensure continuity and feasibility while protecting new process design from legacy constraints. This role is focused on creating a durable operating model that reduces burden, improves decision utility, and maintains compliance with statutory requirements.

Requirements

  • An ACTIVE and MAINTAINED "SECRET" Federal or DoD security clearance
  • Bachelor’s degree
  • FIVE (5) years of specialized foreign assistance performance management experience

Nice To Haves

  • Master’s degree (e.g., Public Policy, International Affairs, Data/Information Management, or related)
  • Strong written and oral communication skills: ability to brief senior federal clients, write clearly, and present technical content
  • Proven ability to manage tasks independently, meet deadlines, and deliver polished work
  • Experience working in a consulting or client-facing environment
  • Familiarity with USG contracting and funding mechanisms and associated MEL requirements
  • Experience supporting or coordinating with a central MEL or performance office in a federal context
  • Knowledge of statutory frameworks and federal performance policy (e.g., FATAA 2016, GPRA/GPRAMA)
  • Experience drafting and socializing performance operating models, including roles, decision rights, and governance routines
  • Experience in strategic communications, including preparing leadership briefings and crafting clear, plain‑language messaging for diverse stakeholders
  • Background in change management, stakeholder engagement, and adoption planning for new processes or governance models
  • Familiarity with developing or implementing enterprise data agreements, interoperability standards, or publishability requirements
  • Demonstrated experience leading cross-stakeholder decision facilitation and producing formal decision memos for senior leadership
  • Demonstrated experience conducting business process redesign that results in clearly defined, consensus‑backed future‑state processes
