About The Position

We are seeking an experienced Senior Business Analyst with deep functional expertise in Oracle E-Business Suite (EBS) iSupplier Portal to support a federal DoD financial systems program. This is a purely functional role, requiring a subject matter expert in supplier-facing portal processes, supplier lifecycle management, and iSupplier integration with the broader Oracle EBS Procurement and Accounts Payable ecosystem. No technical development or coding is required. The Senior Business Analyst will lead requirements gathering, drive AS-IS / TO-BE process design, and act as the primary liaison between federal procurement stakeholders, supplier management teams, and technical delivery teams. The position is primarily remote with approximately 2 days of travel per quarter to Lackland, TX for program support.

Requirements

  • 7–10+ years of experience as a Business Analyst with Oracle EBS (focus on iSupplier Portal)
  • Strong expertise in: Business process analysis, Requirements gathering and documentation, Functional design (no coding required)
  • Deep functional knowledge of Oracle iSupplier Portal, including: Supplier onboarding & profile management, PO acknowledgment workflows, Advance shipment notices (ASN), Invoice submission & payment visibility, Supplier collaboration & dispute resolution, Portal access controls and user administration
  • Understanding of integration points with: Oracle Purchasing (PO), Oracle Accounts Payable (AP)
  • Experience with: AS-IS / TO-BE process mapping, Gap analysis, ERP functional design
  • Familiarity with federal compliance requirements: SAM.gov, FAR / DFARS, DoD supplier onboarding
  • Strong stakeholder engagement and facilitation skills
  • Excellent documentation experience (BRDs, FDDs, UAT, training materials)
  • Bachelor’s degree (or equivalent experience)
  • U.S. Citizenship required
  • Ability to obtain and maintain: Tier 1 (T1) background investigation, Common Access Card (CAC)

Nice To Haves

  • Oracle EBS R12 iSupplier experience in a federal or DoD environment
  • Experience with: Oracle Sourcing, Contract Lifecycle Management (CLM), FPDS-NG reporting
  • Knowledge of: Supplier diversity programs, Federal small business compliance
  • Experience supporting federal ERP or supply chain modernization programs
  • Familiarity with Agile or hybrid delivery models
  • Oracle EBS certification (iSupplier or Procurement) preferred
  • Master’s degree or MBA preferred

Responsibilities

  • Lead structured requirements gathering sessions with federal procurement and supplier stakeholders
  • Translate business and regulatory requirements into functional specifications and process designs
  • Define and document requirements for supplier-facing processes, including: Supplier registration & onboarding, Profile management, PO acknowledgment, Invoice submission, Supplier communications
  • Develop and document AS-IS and TO-BE process flows across the supplier lifecycle
  • Perform gap analysis and recommend solutions aligned with federal compliance standards (SAM.gov, FAR/DFARS)
  • Support configuration validation and review setup decisions with technical teams
  • Develop and execute UAT test plans, scripts, and test cases
  • Provide functional support and issue resolution for end users and administrators
  • Serve as the functional bridge between business stakeholders and technical teams
  • Create documentation including: BRDs (Business Requirements Documents), FDDs (Functional Design Documents), User guides and training materials
  • Deliver end-user training on iSupplier Portal functionality
