About The Position

This is a critical role that bridges business strategy with technical execution. You will collaborate with business leadership, subject matter experts, and technical partners on system-aligned teams to deliver enterprise solutions that drive measurable value. This role requires strong analytical capability, deep experience with enterprise IT environments, and the ability to operate effectively within structured governance frameworks as you adapt and evolve with priorities.

Requirements

  • Communicate with a diverse group of stakeholders, including executive leadership, senior managers, IT professionals, and subject matter experts, using strong interpersonal, verbal, and written communication skills.
  • Apply process mapping, group facilitation, data gathering, and analytical techniques across all phases of the project lifecycle, including requirements, design, development, testing, deployment, documentation, training, and measurement of effectiveness.
  • Deliver complex software solutions as a core contributor within agile delivery teams, supporting iterative development and value-driven outcomes.
  • Work independently with accountability while managing shifting priorities, ambiguous requirements, and competing deadlines in enterprise environments.
  • Use the Microsoft Office Suite, including Excel, Word, PowerPoint, Project, and Visio, to support executive communication, analysis, planning, and reporting.
  • Use requirements and application lifecycle management tools such as Azure DevOps, TFS, VSTS, Jira, or RTC to manage end-to-end requirement traceability and delivery artifacts.
  • Analyze business strategies and organizational objectives and translate them into system requirements and solution designs that align with enterprise standards.
  • Guide business leaders and stakeholders through the development of business cases for new applications or enhancements, including cost and benefit analysis and risk and impact evaluation.
  • Lead testing activities to ensure solutions meet business expectations, quality standards, and compliance requirements.
  • Identify opportunities to improve testing efficiency and introduce test automation when appropriate.
  • Plan, prioritize, and manage multiple initiatives and workstreams while aligning delivery with organizational priorities and timelines.
  • Deliver enterprise value through benefit realization, cost avoidance, modernization efforts, and strategic improvement initiatives.

Responsibilities

  • Partner with business leaders, SMEs, and technical teams to elicit, analyze, and document requirements for Iowa’s enterprise applications and systems.
  • Develop and maintain user stories, acceptance criteria, and design documentation using DoIT-standard tools and platforms.
  • Trace, prioritize, and assess changes to business practices, workflows, and system processes.
  • Serve as a project manager or quality assurance analyst for smaller initiatives, as needed.
  • Conduct research and data analysis to recommend process improvements, system enhancements, or redesigned solutions.
  • Maintain accurate project documentation, including statuses, risks, issues, timelines, and reporting artifacts.
  • Operate within agile delivery frameworks to support iterative, value-driven outcomes.
  • Contribute to database and form analysis when required.
