Senior Business Analyst
About The Position
The Senior Business Analyst will be responsible for analyzing business needs, defining system requirements, and supporting the development of data-driven solutions. This role involves business process reengineering, requirements gathering, and translating business objectives into technical specifications. In addition to core BA responsibilities, the candidate will serve as the Scrum Master, facilitating Agile ceremonies, managing project timelines, and ensuring effective communication across teams. The role includes overseeing project scope, schedule, and budget, while supporting QA efforts and ensuring successful delivery of enhancements to the SHARP platform. The ideal candidate will have extensive experience managing enterprise-level data projects, working in Agile environments, and collaborating with cross-functional teams in government or similar large-scale organizations.
Requirements
- 8+ years of experience in Project Management
- 8+ years managing enterprise-scale data management projects
- 8+ years managing Agile projects, preferably within state or federal government environments
- 8+ years of Business Analysis experience
Nice To Haves
- 5+ years of experience with project management tools such as Jira
- 5+ years of Quality Assurance (QA) experience
- 5+ years of Data Analysis experience
- 3+ years of experience with Texas Project Delivery Framework (TPDF)
- 1+ year with Agile certifications such as:
- Certified Scrum Master (CSM)
- PMI-Agile Certified Practitioner (PMI-ACP)
- or similar Agile certifications
Responsibilities
- Analyze and evaluate business systems, user needs, and operational workflows
- Translate business requirements into detailed functional specifications and system designs
- Lead business process mapping, reengineering efforts, and identify opportunities for process improvement
- Develop solution options, including risk assessments and financial analyses (cost/benefit, ROI, buy vs. build)
- Support the SHARP platform by enhancing reporting and analytics capabilities
- Serve as Scrum Master, facilitating Agile ceremonies and coordinating with cross-functional teams
- Act as the primary liaison between internal development teams, vendors, and program stakeholders
- Manage project scope, schedule, and budget to ensure successful delivery
- Provide project status updates, reporting, and stakeholder communication
- Participate in QA activities to ensure solutions meet business requirements and quality standards
- Create and maintain comprehensive documentation for business and technical processes
