About The Position

This is advanced professional business analysis work supporting the Prescription Drug Monitoring Program (PDMP) within the Department of Health. The Senior Business Analyst serves as a key liaison between business stakeholders, technical teams, and external vendors to support system enhancements, ensure operational effectiveness, and deliver high-quality IT solutions aligned with Commonwealth standards. This position plays a critical role in requirements management, stakeholder engagement, and SDLC support to enhance the PDMP system and improve service delivery across the Commonwealth.

Requirements

  • 7+ years of experience working with stakeholders on technical or IT initiatives
  • Bachelor's degree in Information Technology, Business Administration, or related field (or equivalent experience)
  • Strong experience with: Requirements elicitation and documentation
  • SDLC methodologies (Agile, Waterfall, or hybrid)
  • Business process analysis and improvement
  • Demonstrated ability to: Facilitate stakeholder sessions and workshops
  • Translate business needs into technical requirements
  • Communicate effectively across technical and non-technical audiences
  • Strong analytical, problem-solving, and organizational skills

Nice To Haves

  • Certification from the International Institute of Business Analysis (e.g., CBAP, CCBA)
  • Knowledge of BABOK (Business Analysis Body of Knowledge)
  • Experience working within government or public sector environments
  • Experience supporting healthcare or regulatory systems
  • Familiarity with data analysis and statistical methods

Responsibilities

  • Elicit, analyze, and document: Business Requirements
  • Functional Requirements
  • User/Stakeholder Requirements
  • Non-functional (QoS) Requirements
  • Develop and maintain Requirements Traceability Matrix (RTM)
  • Create workflow diagrams, process models, and system documentation
  • Conduct facilitated workshops for requirements analysis and stakeholder alignment
  • Provide subject matter expertise to guide PDMP system enhancements and compliance with legislative requirements
  • Act as lead tester, including: Developing and executing UAT scripts
  • Reviewing and validating test results
  • Collaborate with developers, DBAs, testers, and project managers to ensure quality delivery within scope, schedule, and cost constraints
  • Assist in training development and end-user support activities
