About The Position

Fortuna is seeking a Senior Backend / API Developer to support a 12-month engagement with Covered California. This role focuses primarily on Oracle database development, including complex PL/SQL stored procedures, data processing logic, and backend services that support mission-critical public-sector systems. A smaller portion of the work will involve Java-based backend components and APIs. The ideal candidate is a senior-level developer who can work independently while collaborating closely with an established in-house development team during onboarding and ongoing delivery. Requirements

  • Senior-level experience (7+ years) as a Backend or Database Developer in enterprise environments
  • Strong hands-on expertise with Oracle Database development, including advanced PL/SQL
  • Proven experience building and maintaining stored procedures, packages, and complex SQL logic
  • Experience supporting backend services or APIs in a distributed system environment
  • Working knowledge of Java for backend development (minor portion of workload)
  • Experience collaborating with internal development teams and onboarding into existing codebases
  • Familiarity with SDLC practices, version control, and structured development processes
  • Strong analytical, troubleshooting, and performance-tuning skills
  • Excellent communication skills and ability to work effectively in a regulated, public-sector environment

Nice To Haves

  • Prior experience supporting government, healthcare, or highly regulated systems is strongly preferred

Responsibilities

  • Design, develop, and maintain Oracle PL/SQL stored procedures, packages, functions, and triggers supporting backend business logic
  • Optimize database performance through query tuning, indexing strategies, and execution plan analysis
  • Support and enhance backend services and APIs that interface with enterprise systems and downstream applications
  • Collaborate with in-house developers, architects, and analysts to understand system design, data flows, and integration points
  • Contribute to Java-based backend components as needed, including service logic and API integrations
  • Participate in code reviews, defect resolution, and technical design discussions
  • Ensure backend solutions meet security, performance, and reliability standards appropriate for public-sector systems
  • Develop and maintain technical documentation related to database objects, backend processes, and integrations
  • Support production issues, data fixes, and root-cause analysis when required
