About The Position

OTS leads the State’s technology procurement process in order to standardize technology over the entire organization, seek efficiencies of operations, maintenance, and scalability of new products introduced to the OTS suite of services which can eventually be offered to all in-scope agencies. The scope of the proposed services will include the following: Development, administration & configuration of a custom-built .NET development project. Provide technical knowledge transfer, training, documentation, mentorship, and guidance to State personnel for all requested work. Provide oversight and guidance of the customer-agency’s replacement software and make performance improvements. Perform code reviews and testing on new code. Participates in all necessary team meetings and design sessions in accordance with Scrum ceremonies. Cooperation with State’s Technical Architect to ensure compliance with OTS standards of State applications.

  • 2 Preferred Leading a team of Application Programmers under Microsoft development stack
  • 2 Preferred Hands-on experience with modern JavaScript frameworks such as Vue.js, React, NodeJS, Angular, TypeScript, etc.
  • 2 Preferred Experience designing and developing distributed systems (Microservices/SOA)
  • 2 Preferred Experience developing reports with SSRS, PowerBI, Tableau, or other reporting tools
  • 2 Preferred Experience setting up, maintaining and using DevOps pipelines, including CI/CD, such as GitHub Actions and Octopus Deploy, and automating tasks
  • 2 Preferred Git Version Control System, including branching strategies for complex systems
  • 2 Preferred Problem-solving and analytical abilities. Strong communication and teamwork skills.
  • 2 Preferred Strong understanding of RESTful API design and integration.
  • 2 Preferred Proficiency in containerization (Docker) and orchestration (Kubernetes, or cloud-native managed container orchestrators).
  • 2 Preferred Knowledge of Infrastructure-as-Code practices using tools like Terraform, CloudFormation, Biceps, etc.
  • 2 Preferred Solid understanding of security best practices for modern web applications.
  • 2 Preferred Experience working in Agile environments with iterative development practices.
  • 2 Preferred Experience with cloud platforms such as Microsoft Azure or AWS.
  • 2 Preferred Familiarity with API integrations for external data sources.
  • 2 Preferred Exposure to modular or microservices architectures.
  • 2 Preferred Knowledge of message-based systems (e.g., RabbitMQ, ServiceBus) and asynchronous programming models.
