About The Position

The Senior Advisor will work under the direction of the NYS Medicaid Director, NYS Medicaid Chief Operating Officer, and NYS Deputy Medicaid Director within the Office of Health Insurance Programs at the New York State Department of Health.

Responsibilities

  • Coordinating and leading assigned activities across OHIP Divisions, including direct interaction with senior leadership at the Department of Health, the NY State Division of the Budget, and Executive Chamber as needed;
  • Supporting policy and waiver development and assisting with program implementation, including oversight and implementation of strategic initiatives authorized under the Medicaid budget, such as the Statewide Fiscal Intermediary;
  • Assisting in the development and negotiation of federal waivers with the Centers for Medicare & Medicaid Services, including but not limited to federal Section 1115 waivers and Section 1915(b) and (c) waivers that authorize New York’s Medicaid program and secure federal financial participation, and assessing health care reform efforts involving similar state Medicaid programs with potential application to New York’s program;
  • Developing assigned strategic projects and analysis, including but not limited to recommendations and presentations;
  • Overseeing the development and negotiation of budget proposals that address financial and programmatic objectives, including functioning as a liaison with Division staff on the development, communication, and negotiation of budget proposals;
  • Collaborating across the Department of Health in the review and negotiation of regulatory transactions and innovative health care partnerships impacting Medicaid, including health plan and provider mergers, acquisitions and consolidations;
  • Providing strategic policy guidance and advice on implementation and operation of new and existing program initiatives and Medicaid innovation strategies to the Department of Health, across Divisions within OHIP, and to other State health and human services agencies;
  • Coordinating the development and amendment of state law and regulation;
  • Coordinating the Medicaid Program’s plan to ensure program integrity;
  • Liaising with Executive Chamber and the Division of Budget on the analysis of proposals, as assigned;
  • Serving as a member of OHIP’s Executive Office, providing general assistance to the Medicaid Director, Medicaid Chief Operating Officer, and Deputy Medicaid Director;
  • Other related duties as assigned.
